Minutes of Meeting

Board of Fire Commissioners

April 14, 2009

 

Members present:     Chairman James R. Miller

·        Call to Order: Chairman Miller called the Board of Fire Commissioners’ meeting to order at 7:00 p.m.

The minutes of the March 9, 2009 meeting were reviewed.  Commissioner Santner made a motion to accept the minutes as written, motion seconded by Commissioner Stapleton.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

The March 31, 2009 Financial Statement Report was reviewed.  Commissioner Stapleton made a motion to accept the Financial Statement Report as written, motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Chairman Miller turned the meeting over to Fire Chief Miller to report on new business.

 

Fire Chief Miller introduced Mr Bill Smith who serves as the mechanic for the North Bay Fire Control District.  He has been with the Fire District for over four (4) years.

Fire Chief Miller presented the Board of Fire Commissioners a revised Resolution to pay overtime to salaried employees of this Fire District for those hours worked in excess of 40 hours per week in conjunction with the preparation for, response to and recovery from a disaster that has received a disaster declaration from the Okaloosa County Commission, Governor of the State of Florida or the President of the United States. Commissioner Santner made a motion to accept and approve North Bay Fire District Resolution 04-05, with a revised date of April 14, 2009.  Motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Fire Chief Miller informed the Board of Fire Commissioners that the Local Government Pool (Florida State Board of Administration) is allowing participants to consolidate or transfer their Fund B Accounts into one (1) B Account.  This will simplify the accounting records, the monthly distribution process, as well as, save administration fees for participants.  This is a one time opportunity to consolidate their B Accounts into one (1) B Account.  The North Bay Fire Control District participated in this program.

 

Fire Chief Miller informed the Board of Fire Commissioners that Mr Christian F. Dreyer, Jr., a Trustee (Board Member) for the North Bay Firefighters Pension Trust Fund has submitted his Letter of Resignation.  Mr Dreyer served as a Trustee for over 2 years.

 

Fire Chief Miller informed the Board of Fire Commissioners that the North Bay Professional Firefighters Association, IAFF, Local 3505, and the North Bay Fire Control District are ready to start negotiations for a new Union Contract.  In accordance with Operating Policy 30-01, representatives or committees (management) must be appointed to proceed with Union negotiations with the Board of Fire Commissioners having final approval authority.  The Board of Fire Commissioners suggested that Fire Chief Miller (management) represent the North Bay Fire Control District on Union Contract negotiation matters.  Commissioner Santner made a motion to appoint Fire Chief Miller to represent (primary negotiator) the North Bay Fire Control District for Union Contract negotiation purposes, motion seconded by Commissioner Stapleton.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Fire Chief Miller informed the Board of Fire Commissioners that on Tuesday, April 21, 2009, the Okaloosa County Commissioners will hold a meeting.  One of the agenda items for discussion will be the “fees for the new radio system.”  Fire Chief Miller plans to attend the Commissioners’ meeting.

 

Fire Chief Miller informed the Board of Fire Commissioners that Ms Susan Rimsa, a


Certified Public Accountant for Carr, Riggs & Ingram, LLP, is currently conducting the Annual Financial Audit for the North Bay Fire Control District.  Ms Susan Rimsa plans to give a final outbrief the Board of Fire Commissioners on Tuesday, June 9, 2009.

 

Fire Chief Miller announced “Happy Birthday Greetings” for the month of April 2009 to Firefighter/Paramedic Tommy Schmelzle (April 2nd).  Many happy returns and many more to come!

 

Fire Chief Miller announced the “Employment Anniversary” for the month of April to Firefighter Chris Moyer (April 3rd) for 2 years of dedicated service to the North Bay Fire Control District, and to Firefighter Josh Mayville (April 14th) for 2 years of dedicated service to the North Bay Fire Control District.  Congratulations to Chris and Josh for a job well done!

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the Assistant Fire Chief’s Report for March 2009.

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the March 2009 Fire Incident Run Report.  The North Bay Fire Control District responded to a total of 81 incidents: 3 structure fires; 9 motor vehicle accidents; 46 medicals; 13 canceled enroutes; 3 false alarms/alarm activations; 4 good intents; 2 service calls, and 1 hazardous materials.  This brings the total to 198 alarm runs for the year.  Dollar loss for the year is $23,000.00.

 

Fire Marshal Losinger presented the Board of Fire Commissioners with the Fire Marshal’s Report for March 2009.

 

Division Chief Parker presented the Board of Fire Commissioners with the District’s Training Report for March 2009.

 

Chairman Miller asked if there were any comments from the floor before adjournment.  There were no other comments.

 

The next Board of Fire Commissioners’ Meeting will be held on Tuesday, May 12, 2009, at 7:00 p.m., at the North Bay Fire Control District, Niceville, Florida 32578.
