Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the March 9, 2010, meeting was reviewed.
Commissioner Santner made a motion to accept the minutes as written,
motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, and Commissioner Santner voted in favor.
All in favor, motion carried.
The March 1-31, 2010 Financial Statement Report was reviewed.
Commissioner Schaal made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor and Commissioner Santner voted in favor.
All in favor, motion carried.
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller informed the Board of Fire Commissioners that he received
two (2) Letters of Intent for the vacant Commissioners’ position.
The applicants were Karen Banegas and Johnnie Pritchard.
On February 9, 2010, Commissioners’ meeting, the Commissioners were
concerned that there may be a conflict of interest with Karen Banegas
because of the administrator; Ralph Banegas is employed with the Fire
District. Chairman Miller asked
Fire Chief Miller to contact the Fire District’s Attorney Michael Mattimore
for inquiry into the matter.
After further review by the Fire District’s Attorney, the appointment is
not a conflict of interest, or an ethical violation.
The appointment falls within the guidelines of the Florida Statutes
112.3115. The appointment runs
only until the November 2010 general elections.
Commissioner Santner made a motion to nominate Karen Banegas to fill
the position of Commissioner, Group 4, seconded by Commissioner Reed.
Chairman Miller requested a roll-call vote be taken on the motion to
guarantee that every Board of Fire Commissioner’s vote is recorded.
Chairman Miller voted yes (in favor); Commission Reed voted yes (in
favor); Commissioner Schaal voted yes (in favor); and Commissioner Santner
voted yes (in favor). Unanimous
vote by the North Bay Fire Control District Board of Fire Commissioners.
All in favor, motion carried.
Fire Chief Miller administered the Oath of Office to newly appointed Board
of Fire Commissioner Karen L. Banegas.
Afterwards, the North Bay Fire Control District Board of Fire
Commissioners realigned their appointed positions.
Commissioner Schaal made a motion to realign their appointed
positions, second by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and
Commissioner Banegas voted in favor.
All in favor, motion carried.
The new positions are: James R. Miller as Chairman; Barry M. Reed as
Vice Chairman; William E. Schaal as Secretary; Janet B. Santner as
Treasurer; and Karen L. Banegas as Vice Treasurer.
The newly assigned positions became effective immediately.
This was accomplished on Tuesday, March 9, 2010.
Fire Chief Miller provided and presented the Board of Fire Commissioners
with a final draft of the 10-Year Plan.
Chief Miller recommended to the Commissioners to hold a “workshop
session” in April 2010. This
would allow the Commissioners time to study the Plan and to afford the
public an opportunity for questions and a better understanding.
The Board of Fire Commissioners agreed to host a workshop on Tuesday,
April 6, 2010, at 6:00 p.m., at the North Bay Fire Control District.
Chairman Miller tasked the other Commissioners to have their inputs
readily available to Chief Miller by Tuesday, March 30, 2010.
In the meantime, Chief Miller will advertise in the Daily News and
let the general public know about the special meeting.
Fire Chief Miller informed the Board of Fire Commissioners that on Thursday,
March 4, 2010, Cox Communications, the Niceville/Valparaiso Chambers of
Commerce and the Niceville Rotary Club held its annual Firefighter of the
Year Appreciation Luncheon for the local community.
The North Bay Fire Control District “Firefighter of the Year” Ryan M.
Adair attended the luncheon.
Also, on hand was Captain Oliver (Adair’s immediate Supervisor), and Fire
Chief Miller. Congratulations
to Firefighter/Paramedic Ryan M. Adair for a job well done!
Fire Chief Miller announced to the Board of Fire Commissioners that
Captain/Paramedic Jason L. Oliver and FF/Paramedic Nathaniel J. Ark
successfully completed their “Fire Officer One” Certificate of Competency.
And to Captain Philip J. LeBrun for successfully completing his “Firesafety
Inspector” Certification.
Congratulations to Captain Oliver, FF Ark, and Captain LeBrun for a job well
done!
Fire Chief Miller announced to the Board of Fire Commissioners that on
Friday, February 19, 2010, Firefighter Scot Jones’ wife, Jennifer gave birth
to a baby girl. Also, on the same day, from the same shift, Firefighter Matt
Stilla’s wife, Jessica gave birth to a baby boy.
Congratulations on your new babies!
Fire Chief Miller informed the Board of Fire Commissioners that Ms Ashley
Fountain, a Senior Manager and Certified Public Accountant for Carr, Riggs &
Ingram, LLP, is currently conducting the Annual Financial Audit for the
North Bay Fire Control District.
The audit outbrief is schedule for Tuesday, April 13, 2010.
Fire Chief Miller announced “Happy Birthday Greetings” for the month of
March 2010, to Captain Thomas (March 11th); Captain LeBrun (March
14th); Firefighter Moyer (March 15th); Fire Chief
Miller (March 25th); and to Ralph Banegas (March 31st).
Happy Birthday to all, many happy returns and many more to come!
Fire Chief Miller presented the Board of Fire Commissioners with the
Assistant Fire Chief’s Report for February 2010.
Assistant Fire Chief Jordan had an excused absence.
Fire Chief Miller presented the Board of Fire Commissioners with the
February 2010 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 61
incidents: 3 structure fires; 4 motor vehicle accidents; 41 medicals; 10
cancelled enroutes; 1 false alarm / alarm activation; and 2 good intents.
This brings the total to 132 alarm runs for the year.
Dollar loss for the year is $500.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for February 2010.
Division
Chief Parker presented the Board of Fire Commissioners with the District’s
Training Report for February 2010.
Chairman Miller asked if there were any other comments from the floor before
adjournment. There were no other
comments.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, April 13,
2010, at 7:00 p.m., at the North Bay Fire Control District,
