Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the July 14, 2009 meeting were reviewed.
Commissioner Schaal made a motion to accept the minutes as written,
motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
The July 31, 2009 Financial Statement Report was reviewed.
Commissioner Schaal made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller presented the Board of Fire Commissioners with a proposed
Pre-Budget briefing. Chief
Miller opened the floor for discussion.
After further discussion, Chairman Miller recommended to the Board of
Fire Commissioners to hold another Pre- Budget briefing.
The Pre-Budget briefing will provide additional information on the
Fire District Budget Expenditures.
The Board of Fire Commissioners agreed to hold another Pre-Budget
briefing on Tuesday, August 25, 2009, at 5:00 p.m., at the North Bay Fire
Control District. Commissioner
Stapleton made a motion to hold another Pre-Budget briefing on Tuesday,
August 25, 2009, motion seconded by Commissioner Schaal. Commissioner Miller
voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner
voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal
voted in favor. All in favor,
motion carried.
Fire Chief Miller informed the Board of Fire Commissioners that the North
Bay Professional Firefighters Association, IAFF, Local 3505, and the North
Bay Fire Control District are ready to continue their negotiations for a new
Union Contract. The first
meeting was held on Tuesday, June 2, 2009, at 4:30 p.m., at the North Bay
Fire Control District. A
second meeting was held on Wednesday, June 10, 2009, at 4:00 p.m., at
the North Bay Fire Control District.
Chief Miller informed the Board of Fire Commissioners that a third
negotiation workshop is needed to review additional information provided by
the Union members. After
further discussion, the Board of Fire Commissioners agreed to hold another
negotiation workshop on Tuesday, August 25, 2009, at 4:00 p.m., at the North
Bay Fire Control District.
Commissioner Stapleton made a motion to hold another Union Contract
negotiation workshop on Tuesday, August 25, 2009, motion seconded by
Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Stapleton voted in favor,
Commissioner Santner voted in favor, Commissioner Reed voted in favor, and
Commissioner Schaal voted in favor.
All in favor, motion carried.
The proposed North Bay Fire Control District FY2009-2010 TRIM Schedule is as
follows: The first public budget hearing is tentatively set for Wednesday,
September 9, 2009 at 7:00 p.m., at the North Bay Fire Control District.
The final public budget hearing is tentatively set for Wednesday,
September 16, 2009, at 7:00 p.m., at the North Bay Fire Control District.
Fire Chief Miller informed the Board of Fire Commissioners that the North
Bay Fire Control District has applied for a Federal FEMA “Fire Station”
Grant. Request for Grant Funds
are still pending. The funds
will cover the construction and expenses for a new Fire Station.
Fire Chief Miller informed the Board of Fire Commissioners that during the
month of July 2009, the North Bay Fire Control District received $324.61 of
Ad Valorem money from the Okaloosa County Tax Collector’s Office.
Any monies received from the Tax
Collector is directly deposited into our Money Market account with Bank of
America.
Fire Chief Miller informed the Board of Fire Commissioners that the 2008
Annual Report for the North Bay Firefighters’ Pension Trust Fund was
reviewed and approved on Tuesday, August 4, 2009, by the Florida State
Division of Retirement. The
State warrant is still pending.
Fire Marshal Losinger informed the Board of Fire Commissioners about
appointing Mr William J. Grant to replace Mr Christian F. Dreyer, Jr., on
the North Bay Firefighters’ Pension Board.
This is a two-year term, appointed by the North Bay Fire Control
District, Board of Fire Commissioners.
Chairman Miller recommends to the Board of Fire Commissioners, Mr
William J. Grant to replace Mr Christian F. Dreyer, Jr., as a Board Trustee.
Commissioner Stapleton made a motion to appoint Mr William J. Grant
to serve as a Board Trustee for the North Bay Firefighters’ Pension Trust
Fund, effective this date, Tuesday, August 11, 2009.
Motion seconded by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
Fire Chief Miller announced the “Employment Anniversary” for the month of
August to Firefighter Stilla (August 4th) for 1 year of dedicated
service, and to Assistant Fire Chief Jordan (August 22nd) for 15
years of dedicated service to the North Bay Fire Control District.
Congratulations to all for a job well done!
Fire Chief Miller announced “Happy Birthday Greetings” for the month of
August 2009 to Fire Marshal Losinger (August 21st) and
Firefighter Adair (August 28th).

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the Assistant Fire Chief’s Report for July 2009.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the July 2009 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 67
incidents: 1 dumpster, trash or other; 8 structure fires; 1 vehicle fire; 1
wildland fire; 8 accidents; 39 medicals; 3 false alarms/alarm activations; 5
good intents; and 1 service call.
This brings the total to 480 alarm runs for the year.
Dollar loss for the year is $161,000.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for July 2009.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for July 2009.

Miller asked if there were any comments from the floor before adjournment.
There were no other comments.
The next Board of Fire Commissioners’ Meeting will be held on Wednesday,
September 9, 2009, at 7:00 p.m., at the North Bay Fire Control District,
