Chairman Hinely called the Board of Fire Commissioners’ meeting to order at
7:00 p.m.

Old Business
The minutes of
the July 8, 2008 meeting were reviewed.
Commissioner Hipp made a motion to accept the minutes as written,
motion seconded by Commissioner Vining. Commissioner Hinely voted in favor,
Commissioner Vining voted in favor, Commissioner Porter voted in favor, and
Commissioner Hipp voted in favor.
All in favor, motion carried.
The July 31,
2008 Financial Statement Report was reviewed.
Commissioner Hipp made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Porter.
Commissioner Hinely voted in favor, Commissioner Vining voted in
favor, Commissioner Porter voted in favor, and Commissioner Hipp voted in
favor. All in favor, motion
carried.

New Business
Fire Chief
Miller presented the Board of Fire Commissioners with proposed line item
budget
adjustments. Chief Miller
recommended to the Board of Fire Commissioners to make several line item
budget adjustments. See
attachment, same subject, dated August 19, 2008 for details.
Commissioner Vining made a motion to accept the line item budget
adjustments, motion seconded by Commissioner Hipp.
Commissioner Hinely voted in favor, Commissioner Vining voted in
favor, Commissioner Porter voted in favor and Commissioner Hipp voted in
favor. All in favor, motion
carried.
Fire Chief
Miller briefed the Board of Fire Commissioners on the completed “Final
Certificate of Taxable Value” (Form DR-420) of the Assessment Roll for
FY2008-2009. The current Year
Gross Taxable Value of Real Property for Operating Purposes is $985,720,578,
which will set the current year proposed aggregate millage rate at 2.04. The
Form DR-420 & DR-420MM-P were completed by the North Bay Fire District and
delivered to the Okaloosa County Property Appraiser on Thursday, July 17,
2008.
Fire Chief
Miller presented the Board of Fire Commissioners the proposed Budget for
FY2008-2009. According to Chief
Miller, the property value for next year is appraised at $985,720,578.
With the current millage rate of 2.04 that would represent an eight
point eighty five (8.85) percent tax increase.
Chief Miller opened the floor for discussion on the proposed budget.
Commissioner Hinely proposed to the Board of Fire Commissioners to
set the tentative rolled-back rate to 1.8741.
Commissioner Hinely made a motion to set the tentative millage rate
to 1.8741 and the budget at $1,935,328.23 for FY2008-2009.
Motion seconded by Commissioner Porter.
Commissioner Hinely voted in favor, Commissioner Vining voted in
favor, Commissioner Porter voted in favor and Commissioner Hipp voted in
favor. All in favor, motion
carried. The First Public
Budget hearing is tentatively set for Wednesday, September 10, 2008, at 7:00
p.m., at the North Bay Fire Control District.
The proposed
North Bay Fire Control District FY2008-2009 TRIM Schedule is as follows: The
First Public Budget Hearing is tentatively set for Wednesday, September 10,
2008 at 7:00 p.m., at the North Bay Fire Control District.
On Saturday, September 13, 2008, advertise the Final Public Budget
Hearing in the Northwest Florida Daily Newspaper.
The Final Public Budget Hearing is tentatively set for Wednesday,
September 17, 2008, at 7:00 p.m., at the North Bay Fire Control District.
And finally, notify the Okaloosa County Property Appraiser and the
Okaloosa County Tax Collector by Friday, September 26, 2008.
Fire Chief
Miller informed the Board of Fire Commissioners that he sent a letter to
Mayor Wise of the City of
Fire Chief
Miller presented the Board of Fire Commissioners’ with an Interlocal
Agreement on
the Advanced Life Support Fire Engine Partnership Program.
Commissioner Hipp made a motion to accept and approve the Interlocal
Agreement on the Advanced Life Support Fire Engine Partnership Program,
motion second by Commissioner Porter.
Commissioner Hinely voted in favor, Commissioner Vining voted in
favor, Commissioner Porter voted in favor, and Commissioner Hipp voted in
favor. All in favor, motion
carried. On Tuesday, August 19,
2008, Chairman Brett E. Hinely and Fire Chief Joseph A. Miller affixed their
signatures/titles to the Agreement.
Fire Chief
Miller introduced Firefighter/Paramedic Matthew G. Stilla as the North Bay
Fire Control District’s newest member.
Welcome aboard!
Fire Chief
Miller announced to the Board of Fire Commissioners that Firefighter Jason
L. Oliver graduated from
Fire Chief
Miller announced to the Board of Fire Commissioners that Firefighter Shawn
P. Thurston successfully passed his National/State Written Examination.
Fire Chief
Miller announced the “Employment Anniversary” for the month of August to
Assistant Fire Chief Gary Jordan (August 22nd) for 14 years of
dedicated service to the North Bay Fire Control District.
Congratulations to Chief Jordan for a job well done!
Fire Chief
Miller announced “Happy Birthday Greetings” for the month of August to Fire
Marshal Lloyd Losinger (August 21st); and FF Ryan Adair (August
28th). Many happy
returns and many more to come!
Assistant Fire
Chief Jordan presented the Board of Fire Commissioners with the Assistant
Fire Chief’s Report for July 2008.
Assistant Fire
Chief Jordan presented the Board of Fire Commissioners with the July 2008
Fire Incident Run Report. The
North Bay Fire Control District responded to a total of 60 incidents: 1
structure fire; 3 motor vehicle accidents; 29 medicals; 14 canceled enroutes;
3 false alarms/alarm activations; 6 good intents; 3 service calls and 1
hazardous materials. This
brings the total to 485 alarm runs for the year.
Dollar loss for the year is $173,450.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for July 2008.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for July 2008.
Chairman Hinely
asked if there were any comments from the floor.
There were no
