Board of Fire Commissioners
December 8, 2009

Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the November 10, 2009 meeting were reviewed.
Commissioner Santner made a motion to accept the minutes as written,
motion seconded by Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in
favor. All in favor, motion
carried.
The November 1-30, 2009 Financial Statement Report was reviewed.
Commissioner Schaal made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in
favor. All in favor, motion
carried.
The North Bay Fire Control District Board of Fire Commissioners opened the
floor for discussion on electing new positions for the Board of Fire
Commissioners. Commissioner
Schaal made a motion for the North Bay Fire Control District, Board of Fire
Commissioners to remain in the same appointed
positions, motion seconded by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in
favor. All in favor, motion
carried. The positions are:
James R. Miller as Chairman; Timothy K. Stapleton as Vice Chairman; Janet B.
Santner as Treasurer; Barry M. Reed as Vice Treasurer; and William E. Schaal
as Secretary. The appointed
positions become effective immediately.
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller informed the Board of Fire Commissioners that on December
8, 2009, the Northwest Florida Daily Newspaper advertised the regular
monthly Board of Fire Commissioners meeting for 2010.
Pursuant to Florida Statute 286.011, the North Bay Fire Control District, a
political subdivision of the State of
Fire Chief Miller presented the Board of Fire Commissioners with a brief
summary of Paramedic manning requirement events since the referendum was
passed in November 2004. Chief
Miller opened the floor for discussion.
Chief Miller recommended to the Board of Fire Commissioners to
continue on with the Paramedic program with the nine (9) Paramedics
on-board. Comments from the
Board of Fire Commissioners … Sounds good!
Press-On!
Fire Chief Miller informed the Board of Fire Commissioners on the status of
the Fire Station Grant. Chief
Miller has not heard anything on the Fire Station Grant.
Fire Chief Miller informed the Board of Fire Commissioners on the status of
the land acquisition from Christ Our Redeemer Catholic Church and Eglin Air
Force Base to build a new Fire Station facility.
According to Chief Miller, he has not heard anything from either
party. Will keep the
Commissioners informed.
Fire Chief Miller informed the Board of Fire Commissioners that Assistant
Fire Chief Jordan received an e-mail on 9/11.
It appears the constructive steel from
the
Fire Chief Miller informed the Board of Fire Commissioners that Ms Candy
Cunard, a Senior Manager and Certified Public Accountant for Carr, Riggs &
Ingram, LLP, is currently conducting the Annual Financial Audit for the
North Bay Fire Control District.
Fire Chief Miller informed the Board of Fire Commissioners that the North
Bay Fire Control District Annual Appreciation Dinner will be held on
Saturday, December 12, 2009 at the Bluewater Bay Clubhouse Restaurant.
The Social begins at 6:00 p.m., and the Dinner (buffet style) at 7:00
p.m. Please RSVP to Ralph no
later than Thursday, December 10 2009.

Fire Chief Miller announced the “Employment Anniversary” for the month of
December is FF/Paramedic Nathaniel Ark (Dec 18th) for 3 years of
dedicated service to the North Bay Fire Control District.
Congratulations to FF Ark for a job well done!
Fire Chief Miller announced “Happy Birthday Greetings” for the month of
December 2009 to Firefighter/Paramedic Travis Zaal (Dec 5th);
FF/EMT Daniel Mitchell (Dec 10th); and Assistant Fire Chief Gary
Jordan (Dec 27th)
Happy Birthday to all, many happy returns and many more to come!
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the Assistant Fire Chief’s Report for November 2009.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the November 2009 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 64
incidents: 1 illegal fire; 4 structure fires; 6 accidents; 37 medicals; 9
cancelled enroutes; 3 false alarms/alarm activations; 2 good intents; and 2
service calls. This brings the
total to 781 alarm runs for the year.
Dollar loss for the year is $166,000.00.
Fire
Chief Miller presented the Board of Fire Commissioners with the Fire
Marshal’s Report for November 2009.
Fire Marshal Losinger had an excused absence.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for November 2009.
Fire Chief
Miller informed the Board of Fire Commissioners that Christopher Moyer has been
selected as the new Union President.
Matthew Stilla remains as the Union Secretary/Treasurer.
Congratulations to all and continued success!
Fire Chief
Miller informed the Board of Fire Commissioners that “B” Shift participated in a
multi-company, multi-jurisdictional EOD mass causality exercise. Congratulations
to all for a job well done!
Chairman Miller asked if there were any other comments from the floor before
adjournment. There were no other
comments.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, January
12, 2010, at 7:00 p.m., at the North Bay Fire Control District,
