Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the January 12, 2010, meeting was reviewed.
Commissioner Reed made a motion to accept the minutes as written,
motion seconded by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in
favor. All in favor, motion
carried.
The January 1-31, 2010 Financial Statement Report was reviewed.
Commissioner Reed made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor and Commissioner Schaal voted in
favor. All in favor, motion
carried.
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller informed the Board of Fire Commissioners that he received
two (2) Letters of Intent for the vacant Commissioners’ position.
However, one (1) applicant withdrew his name before being considered.
The other applicant, Karen Banegas was tabled for concern that there
may be a conflict of interest because of the administrator; Ralph Banegas is
employed with the Fire District.
Chairman Miller asked Fire Chief Miller to contact the Fire
District’s Attorney for inquiry into the matter.
Also, advertise in the Bay Beacon Newspaper and to let the general
public know that the vacated position is still open.
Pending additional applicants, the Board of Fire Commissioners will
reopen the item for discussion at the next Commissioners’ meeting on
Tuesday, March 9, 2010.
Fire Chief Miller presented the Board of Fire Commissioners with Operating
Policy 10-01, Department Organization for Board approval.
This OP creates a Lieutenant’s position, duties and responsibilities.
The Operating Policy established the organizational framework of the
Fire District. The Lieutenant
shall be the sixth (6th) person in command of the Fire District
and assume command of their assigned Shift personnel in the absence of the
Shift Captain. Commissioner
Schaal made a motion to accept and approve Operating Policy 10-01 as
written, motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in
favor. All in favor, motion
carried.
Fire Chief Miller provided the Board of Fire Commissioners with an update to
the 10-Year Plan. Chief Miller
stated that he has been working on the update for the past several weeks,
and hopes to have a final draft available for presentation at the next
Commissioners’ meeting. Chief
Miller recommended having an “open public session” sometime after March to
allow them time to study the Plan and to afford the public an opportunity
for questions and a great understanding.
The Board of Fie Commissioners agreed to Chief Miller’s suggestion.
Fire Chief Miller announced to the Board of Fire Commissioners that on
Thursday, January 21, 2010, Assistant Fire Chief Gary D. Jordan was awarded
the “Executive Fire Officer of the Year” by the Florida Fire Chiefs
Association. Congratulations to
Chief Jordan for a job well done!
Fire Chief Miller announced to the Board of Fire Commissioners that on
Saturday, January 16, 2010, Firefighter Christopher Moyer’s wife, Angela
gave birth to a baby boy, Lachlan D. Moyer.
Congratulations on your new baby!
Fire Chief Miller informed the Board of Fire Commissioners that Ms Ashley
Fountain, a Senior Manager and Certified Public Accountant for Carr, Riggs &
Ingram, LLP, is currently conducting the Annual Financial Audit for the
Fire Control District.
Fire Chief Miller announced the “Employment Anniversary” for the month of
February 2010, Firefighter Jones (Feb 7th) for 17 years of dedicated
service, and Firefighter Zaal (Feb 27th) for 6 years of dedicated
service to the North Bay Fire Control District.
Congratulations to Scot and Travis for a job well done!
Fire Chief Miller announced “Happy Birthday Greetings” for the month of February
2010, to Firefighter Ark (Feb 10th); Firefighter Harris (Feb 15th)
and Firefighter Pritchard (Feb 24th).
Happy Birthday to all, many happy returns and many more to come!
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the
Assistant Fire Chief’s Report for January 2010.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the
January 2010 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 71 incidents:
1 dumpster, trash or other fire; 1 illegal fire; 5 structure fires; 5 accidents;
43 medicals; 8 cancelled enroutes; 3 false alarms/alarm activations; and 5
service calls. This brings the
total to 71 alarm runs for the year.
Dollar loss for the year is $500.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for January 2010.
Division
Chief Parker presented the Board of Fire Commissioners with the District’s
Training Report for January 2010.
Chairman Miller asked if there were any other comments from the floor before
adjournment. There were no other
comments.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, March 9,
2010, at 7:00 p.m., at the North Bay Fire Control District,
