Chairman Miller called the Board of Fire Commissioners’ meeting to order at
7:00 p.m.

Old Business
The minutes of
the January 13, 2009 meeting were reviewed.
Commissioner Stapleton made a motion to accept the minutes as
written, motion seconded by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
The January 31,
2009 Financial Statement Report was reviewed.
Commissioner Stapleton made a motion to accept the Financial
Statement Report as written, motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
Chairman Miller
turned the meeting over to Fire Chief Miller for report on new business.

New Business
Fire Chief
Miller informed the Board of Fire Commissioners that the 2000 Chevrolet
Silverado 1500 Pick-Up Truck needs to be replaced.
The vehicle has exceeded the 10 Year Plan recommendations.
Chief Miller has received several bids for a new vehicle.
Fire Chief Miller is seeking Board of Fire Commissioners’ approval to
purchase a brand new Heavy Duty pick-up truck.
The purchase of a new vehicle will replace the 2000 Chevy Silverado.
Commissioner Santner made a motion to replace the 2000 Chevy
Silverado, and approve the purchase of a new vehicle, motion seconded by
Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Stapleton voted in favor,
Commissioner Santner voted in favor, Commissioner Reed voted in favor, and
Commissioner Schaal voted in favor.
All in favor, motion carried.
Fire Chief
Miller informed the Board of Fire Commissioners that the front apparatus
building doors, known as the “bay doors” must be replaced.
The bay door at the north end of the building is completely broken.
Fire Chief
Miller informed the Board of Fire Commissioners that the Electrical Cord
Outlets (Bay area) above each apparatus were installed in accordance with
the Florida Building Codes. The
electrical cords, known as “shore power” provides an internal battery
charger for each apparatus.
Fire Chief
Miller informed the Board of Fire Commissioners about appointing a new Board
Trustee to replace Mr John Woodward on the North Bay Firefighters’ Pension
Board. This is a two-year term,
appointed by the North Bay Fire Control District, Board of Fire
Commissioners. The Board of
Trustees, North Bay Firefighters’ Pension Trust Fund recommends to the Board
of Fire Commissioners, Mr Roger Porter, Jr., to replace Mr John Woodward as
a Board Trustee. Commissioner
Santner made a motion to appoint Mr Roger Porter, Jr., to serve as a Board
Trustee for the North Bay Firefighters’ Pension Trust Fund, effective this
date, Tuesday, February 10, 2009.
Motion seconded by Commissioner Stapleton.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
Fire Chief
Miller informed the Board of Fire Commissioners that the term of office for
Mr Christian “Fred” Dreyer, Jr., a Board Trustee for the North Bay
Firefighters Pension Trust Fund expires on Friday, February 13, 2009.
This is a two-year term of office, appointed by the North Bay Fire
Control District, Board of Fire Commissioners. Commissioner Stapleton made a
motion to reappoint Mr Christian “Fred” Dreyer, Jr., to serve as a Board
Trustee for the North Bay Firefighters’ Pension Trust Fund, retroactive as
of Tuesday, February 10, 2009. Motion seconded by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
Fire Chief
Miller presented the Board of Fire Commissioners with a proposal for
continuation of the Firefighters’ Fitness program.
Chief Miller opened the floor for discussion.
After further review of the proposal, the Board of Fire Commissioners
decided to implement Option 2, beginning April 1, 2009 through September 30,
2009. According to Option 2,
each Shift will train one (1) time a month for a total of three (3) sessions
at the cost of $450.00 per month.
The current training program serves our Firefighters’ to meet their
physical needs.
Fire Chief
Miller informed the Board of Fire Commissioners that Ms Susan Rimsa, a
Certified Public Accountant for Carr, Riggs & Ingram, LLP, is currently
conducting the Annual Financial Audit for the North Bay Fire Control
District.
Fire Chief
Miller announced the “Employment Anniversary” for the month of February to
Firefighter Scot Jones (Feb 7th) for 16 years of dedicated
service to the North Bay Fire Control District, and to Firefighter/Paramedic
Travis Zaal (Feb 27th) for 5 years of dedicated service to the
North Bay Fire Control District.
Congratulations to Scot and Travis for a job well done!
Fire Chief
Miller announced “Happy Birthday Greetings” for the month of February to
Firefighter/Paramedic Nathaniel Ark (Feb 10th); Firefighter James
Harris (Feb 15th); and Firefighter Pritchard (Feb 24th).
Many happy returns and many more to come!
Assistant Fire
Chief Jordan presented the Board of Fire Commissioners with the Assistant
Fire Chief’s Report for January 2009.

Chief Jordan presented the Board of Fire Commissioners with the January 2009
Fire Incident Run Report. The
North Bay Fire Control District responded to a total of 58 incidents: 2
structure fires; 4 wildland fires; 3 motor vehicle accidents; 28 medicals;
15 canceled enroutes; 2 false alarms/alarm activations; 1 good intent; and 3
service calls. This brings the
total to 58 alarm runs for the year.
Dollar loss for the year is $0.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for January 2009.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for January 2009.
Finally, Chairman Miller made a closing remark about the North Bay Fire
Control District Website. We,
the Fire District, need to take a closer look at our website and make it
more “user friendly.” Develop
some types of integrated online tools, and services designed for our small
business. Develop an
easy-to-use system to make it fast and easy to review our website.
And, to look at ways to improve our existing web page.
