Call to Order: Chairman Hinely called the Board of Fire
Commissioners’ meeting to order at 7:00 p.m.

Public Inputs: There were no public inputs.

Old Business
The minutes of the May 7, 2008 meeting were reviewed.
Commissioner Vining made a motion to accept the minutes as written,
motion seconded by Commissioner Porter. Commissioner Hinely voted in favor,
Commissioner Vining voted in favor, Commissioner Santner voted in favor,
Commissioner Porter voted in favor, and Commissioner Hipp voted in favor.
All in favor, motion carried.
The May 31, 2008 Financial Statement Report was
reviewed. Commissioner Hipp made a
motion to accept the Financial Statement Report as written, motion seconded by
Commissioner Porter. Commissioner
Hinely voted in favor, Commissioner Vining voted in favor, Commissioner
Santner voted in favor, Commissioner Porter voted in favor, and Commissioner
Hipp voted in favor. All in favor,
motion carried.
Chairman Hinely reminded all the Board of Fire
Commissioners to submit their Financial Disclosure (Form 1, Statement of
Financial Interest) with the Supervisor of Elections on or before Tuesday,
July 1, 2008.

New Business
Fire Chief Miller briefed the Board of Fire
Commissioners on the Okaloosa County Property Appraiser Forthcoming
Preliminary Assessment Roll for 2008-2009.
These are preliminary figures for use in the planning stages of our
operational budget. The Final
Certificate of Taxable Value (DR-420) of the Preliminary Assessment Roll will
be delivered to the North Bay Fire Control District on or before, Tuesday,
July 1, 2008. In the meantime,
Fire Chief Miller opened the floor for discussion on proposed budget figures.
Commissioner Hinely recommended to the Fire Chief to prepare three (3)
proposed budgets and have them readily available at the next Commissioners’
meeting. The proposed budgets must consist of what it takes to operate the
mission of the North Bay Fire Control District.
Fire Chief Miller briefed the Board of Fire
Commissioners on the Okaloosa County Property Appraiser fees for 2008-2009.
The Property Appraiser budget request for fiscal year 2008-2009 is
$3,190,272.00. The Property
Appraiser’s current proposed billing for the North Bay Fire Control District
is $22,998.02. These are
preliminary figures for use in the planning stages of our operational budget.
Fire Chief Miller informed the Board of Fire
Commissioners that the annexation is pressing right along.
The North Bay Fire Control District received a letter from the
Niceville City Council Attorney on Friday, May 16, 2008.
The Niceville City Council is more than willing to schedule a final
joint meeting at a mutually convenient time and place.
Fire Chief Miller has called the Niceville City Manager, Mr Lannie
Corbin. According to Mr Corbin,
the Niceville City Council will meet on Tuesday, June 10, 2008. As soon as Mr
Corbin receives direction from the City Council, he will come back to Fire
Chief Miller with three (3) proposed dates.
In turn, Fire Chief Miller will call each of the Board of Fire
Commissioners about the proposed meeting.
Fire Chief Miller announced to the Board of Fire
Commissioners that the Truth in Millage (TRIM) Staff offered a TRIM Workshop
on Wednesday, June 4, 2008, at the Embassy Suites Hotel Destin at
Fire Chief Miller informed the Board of Fire
Commissioners that the term of office for Chairman Lloyd Losinger and
Secretary Jason L. Oliver for the North Bay Firefighters Pension Trust Fund
has expired on Saturday, May 31, 2008. This
was a two-year term of office, appointed by the North Bay Fire Control
District. Fire Marshal Lloyd T.
Losinger was reappointed to serve as the Chairman and Firefighter/Paramedic
Nathaniel J. Ark was appointed to serve as the new Secretary effective June 1,
2008.
Fire Chief Miller is pleased to announce that on
behalf of the Everyone Goes Home Campaign, the North Bay Fire Control District
received the National Fire Service Seat Belt Pledge.
This achievement of 100% participation in the seat belt pledge is a
commitment that will reduce firefighter injuries and deaths while driving Fire
Department vehicles should a crash occur. Congratulations
to all for a job well done!
Fire Chief Miller announced the “Employment
Anniversary” for the month of June to Division Chief Butch Parker (June 15th)
for 19 years; Firefighter James Harris (June 20th) for 2 years;
Firefighter Shawn Thurston (June 22nd) for 2 years; and Firefighter
Ryan Adair (June 27th) for 3 years of dedicated service to the North
Bay Fire Control District. Congratulations
to all for a job well done!
Fire Chief Miller presented the Board of Fire
Commissioners with the Assistant Fire Chief’s Report for May 2008.
Assistant Fire Chief Jordan was absent.
Fire Chief Miller presented the Board of Fire
Commissioners with the May 2008 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 81 incidents:
5 structure fires; 8 motor vehicle accidents; 46 medicals; 9 canceled enroutes;
6 false alarms/alarm activations; 2 good intents and 5 service calls.
This brings the total to 336 alarm runs for the year.
Dollar loss for the year is $3,250.00.
Fire Marshal Losinger presented the Board of Fire Commissioners with the
Fire Marshal’s Report for May 2008.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for May 2008.
Chairman Hinely asked if there were any comments from
the floor. There were no other
comments.
The meeting adjourned at 7:55 p.m.
