·        Call to Order: Chairman Hinely called the Board of Fire Commissioners’ meeting to order at 7:00 p.m.

 

·        Pledge of Allegiance

 

·        Invocation

 

·        Public Inputs: There were no public inputs.

 

·        Mr Bruce Nunnally, Certified Public Accountant, from the accounting firm of Carr, Riggs and Ingram attended the Board of Fire Commissioners’ meeting to provide the Board of Fire Commissioners with final results of the annual financial audit of the North Bay Fire Control District for the fiscal year 2006-2007.  Based on their unqualified opinion, the North Bay Fire Control District received the highest opinion or highest rating given to any business.  This means the results of its operations for the year ended in conformity with generally accepted accounting principles.  Overall, it was a clean audit report with no findings.  There were no discrepancies noted.

 

·        Old Business

 

The minutes of the February 19, 2008 meeting were reviewed.  Commissioner Hipp made a motion to accept the minutes as written, motion seconded by Commissioner Porter.  Commissioner Hinely voted in favor, Commissioner Vining voted in favor, Commissioner Santner voted in favor, Commissioner Porter voted in favor, and Commissioner Hipp voted in favor.  All in favor, motion carried.

 

The February 29, 2008 Financial Statement Report was reviewed.  Commissioner


Vining made a motion to accept the Financial Statement Report as written, motion seconded by Commissioner Hipp.  Commissioner Hinely voted in favor, Commissioner Vining voted in favor, Commissioner Santner voted in favor, Commissioner Porter voted in favor, and Commissioner Hipp voted in favor.  All in favor, motion carried.

 

·        New Business

 

Fire Chief Miller presented the Board of Fire Commissioners with a letter from the Niceville City Attorney, Powell, Powell, & Powell, referencing to an Inter-local Agreement/Fire Protection Services.  The letter relates to a recent Annexation meeting held between the City of Niceville and the North Bay Fire Control District on Tuesday, February 12, 2008.  Chief Miller opened the floor for discussion.  After further discussion, the Board of Fire Commissioners agreed to send back a draft and say no.  “If we’re going to do it, we’re going to do it like a draft, and wait for a response.”  Commissioner Porter made a motion to send a draft back to the Niceville City Council and wait for a response.  Motion seconded by Commissioner Santner.  Commissioner Hinely voted in favor, Commissioner Vining voted in favor, Commissioner Santner voted in favor, Commissioner Porter voted in favor, and Commissioner Hipp voted in favor.  All in favor, motion carried.

 

Division Chief Parker presented the Board of Fire Commissioners’ with a proposal to transition the North Bay Fire Control District from Basic Life Support to Advanced Life Support.  The draft shows the History, the actual Proposal, Concerns, Implementation, and Contract Call List.  According to Chief Parker, there are three (3) fully licensed Paramedics on board, and three (3) firefighters that are currently attending Paramedic School .  Chief Miller recommended to the Board of Fire Commissioners to start the ALS program on October 1, 2008, with the three (3) fully licensed Paramedics on board.  Chief Miller reiterated what Chairman Hinely stated before, “the North Bay Fire Control District has been varying this ALS program for almost four (4) years now, and we need to get a hard line minimum of what we’re going to do.”  Commissioner Hipp made a motion to accept the proposal to fully implement the ALS Program starting on October 1, 2008.  Motion seconded by Commissioner Porter.  Commissioner Hinely voted in favor, Commissioner Vining voted in favor, Commissioner Santner voted in favor, Commissioner Porter voted in favor, and Commissioner Hipp voted in favor.  All in favor, motion carried.

 

Fire Chief Miller informed the Board of Fire Commissioners that on February 19, 2008, the North Bay Fire Control District received $127,296.45 of Ad Valorem money from the Okaloosa County Tax Collector’s Office.

 

Fire Chief Miller informed the Board of Fire Commissioners on the latest development on the Local Government Investment Pool.  On March 3, 2008, the Florida State Board of Administration, with the approval of the Trustees, selected Federated Management


to manage the Local Government Investment Pools (A) and (B).  In the meantime, any monies received from the Okaloosa County Tax Collector will be directly deposited into our Money Market account with Bank of America.

 

Fire Chief Miller informed the Board of Fire Commissioners that according to Oshkosh Capital, the payoff quote for the new Aerial Apparatus, Tower 8, is $206,014.86.  This payoff quote is in effect until Thursday, April 10, 2008.  The Board of Fire Commissioners has agreed to make the regular payment on April 10, 2008, unless the Board members change their mind at the next regular Commissioners’ meeting on Tuesday, April 8, 2008.  

 

Fire Chief Miller presented the Board of Fire Commissioners with the Corporate Signature Cards paperwork.  Ralph Banegas initiated the paperwork for Chairman Brett E. Hinely, Treasurer Janet B. Santner, Vice-Treasurer Roger Porter, Jr., Fire Chief Joseph A. Miller, and Administrator Ralph Banegas for the North Bay Fire Control District.

 

Fire Chief Miller briefed the Board of Fire Commissioners on the vacant Firefighter/Paramedic position.  The Northwest Florida Daily Newspaper ran a “General Help Wanted” Publication Notice.  Employment applications are pending.

 

Fire Chief Miller informed the Board of Fire Commissioners that on Tuesday, March 4, 2008, the North Bay Firefighters’ Pension Trust Fund, Board of Trustees, approved the Medical Disability Retirement for Margaret S. Bertrand.

 

Fire Chief Miller announced “Happy Birthday Greetings” for the month of March to Captain Thomas (Mar 11th); Captain LeBrun (Mar 14th); Firefighter Moyer (Mar 15th); Fire Chief Miller (Mar 25th) and Ralph Banegas (Mar 31st).  Many happy returns and many more to come!

 

Fire Chief Miller presented the Board of Fire Commissioners with the Assistant Fire Chief’s Report for February 2008.

 

Fire Chief Miller presented the Board of Fire Commissioners with the February 2008 Fire Incident Run Report.  The North Bay Fire Control District responded to a total of 74 incidents: 4 structure fires; 1 illegal fire; 2 motor vehicle accidents; 47 medicals; 9 canceled enroutes; 6 false alarms; 3 good intents and 2 service calls.  This brings the total to 134 alarm runs for the year.  Dollar loss for the year is $0.00.

 

Fire Marshal Losinger presented the Board of Fire Commissioners with the Fire Marshal’s Report for February 2008.

 

Division Chief Parker presented the Board of Fire Commissioners with the District’s Training Report for February 2008.


Commissioner Hinely announced that the regular Board of Fire Commissioners meeting for Tuesday, May 13, 2008, may change due to a conflict.  However, the regular Commissioners meeting for Tuesday, April 8, 2008 is still on schedule.

 

Chairman Hinely asked Fire Chief Miller to have the 10-Year Plan (updated version) and the proposed Budget for FY 2008-2009 available by the next Commissioners meeting for review.

 

Chairman Hinely asked if there were any comments from the floor.  There were no other comments.
