Board of Fire Commissioners

March 10, 2009

 

 

Members present:     Chairman James R. Miller

·        Call to Order: Chairman Miller called the Board of Fire Commissioners’ meeting to order at 7:00 p.m.

The minutes of the February 10, 2009 meeting were reviewed.  Commissioner Santner made a motion to accept the minutes as written, motion seconded by Commissioner Stapleton.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

The February 28, 2009 Financial Statement Report was reviewed.  Commissioner Reed made a motion to accept the Financial Statement Report as written, motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Commissioner Santner informed the Board of Fire Commissioners that the Local Government Pool (Florida State Board of Administration) is allowing participants to consolidate or transfer their Fund B Accounts into one (1) B Account.  This will simplify


the accounting records, the monthly distribution process, as well as, save administration fees for participants.  This is a one time opportunity to consolidate their B Accounts into one (1) B Account.  Commissioner Santner made a motion to consolidate the two (2) Fund B Accounts into one (1) Fund B Account, motion seconded by Commissioner Stapleton.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Chairman Miller turned the meeting over to Fire Chief Miller for report on new business.

 

·        New Business

 

Fire Chief Miller introduced Mr Gary Glossop to the Board of Fire Commissioners.  Mr Glossop is a Physical Fitness Trainer, and he owns and operates “Body Sculpting by Gary.”  At the February regular Board of Fire Commissioners’ meeting, Mr Glossop submitted a written proposal for continuation of the Firefighters’ Fitness program.  Which at that time, Chief Miller opened the floor for discussion.  After further review of the proposal, the Board of Fire Commissioners decided to implement Option 2, beginning April 1, 2009 through September 30, 2009.  According to Option 2, each Shift will train one (1) time per month for a total of three (3) sessions at the cost of $450.00 per month.  The cost for the remaining six (6) months will total $2,700.00 under this Fiscal Year (FY).  This item will be funded through the continuing day-to-day budget monies or funded by reserve funds.  Commissioner Stapleton made a motion to approve Option 2 for the remainder of this Fiscal Year (FY), motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.  Chairman Miller requested that this Fitness program be taken into consideration for the FY2009-2010 Budget.  In other words, make this a continuing project.

 

Fire Chief Miller informed the Board of Fire Commissioners that on Tuesday, March 3, 2009, the Firefighters’ Pension Trust Fund Board of Trustees held their quarterly meeting at the North Bay Fire Control District.  The Actuarial Consultants for Public Pension Plans, Foster & Foster, Inc., briefed the Board of Trustees on the latest Actuarial Valuation.  According to their report, any “Excess State Monies Reserve” received from actual State Contributions must be used for Plan Improvements.

 

Fire Chief Miller informed the Board of Fire Commissioners that our grant (request) submitted to obtain a new Air Trailer was denied.  Assistant Fire Chief Jordan is currently working on another grant request for Fire Prevention merchandise.

 

Fire Chief Miller informed the Board of Fire Commissioners that on Thursday, February 19, 2009, Cox Communications, the Niceville/Valparaiso Chambers of Commerce and the Niceville Rotary Club held its annual Firefighter of the Year Appreciation Luncheon


for the local community.  The North Bay Fire Control District “Firefighter of the Year” Nathaniel J. Ark and his wife Ashley attended the luncheon.  Also, on hand was Captain Oliver (Ark’s immediate Supervisor), his wife Maigan and Fire Chief Miller.  Congratulations to Firefighter/Paramedic Nathaniel J. Ark for a job well done!

 

Fire Chief Miller informed the Board of Fire Commissioners that Ms Susan Rimsa, a Certified Public Accountant for Carr, Riggs & Ingram, LLP, is currently conducting the Annual Financial Audit for the North Bay Fire Control District.

 

Fire Chief Miller announced “Happy Birthday Greetings” for the month of March 2009 to Captain Thomas (Mar 11th); Captain LeBrun (Mar 14th); Firefighter Moyer (Mar 15th); Fire Chief Miller (Mar 25th); and Ralph (Mar 31st).  Many happy returns and many more to come!

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the Assistant Fire Chief’s Report for February 2009.

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the February 2009 Fire Incident Run Report.  The North Bay Fire Control District responded to a total of 59 incidents: 1 structure fire; 1 illegal fire; 2 dumpster (trash) fires; 2 motor vehicle accidents; 36 medicals; 8 canceled enroutes; 5 false alarms/alarm activations; 2 good intents; and 2 service calls.  This brings the total to 117 alarm runs for the year.  Dollar loss for the year is $20,000.00.

 

Fire Marshal Losinger presented the Board of Fire Commissioners with the Fire Marshal’s Report for February 2009.

 

Division Chief Parker presented the Board of Fire Commissioners with the District’s Training Report for February 2009.

 

Chief Parker briefed the Board of Fire Commissioners about the North Bay Fire Control District website.  The Fire District is seeking an experience webmaster to take a closer look at our website and make it more “user friendly.”  Chairman Miller suggested making a shopping list.  Break it down into three separate categories (A, B & C) and develop some types of integrated online tools, and services designed for our small business.  The more we can communicate to our residents, the better we can serve our community.  Chairman Miller asked Chief Parker to bring back a preliminary report (findings) at your earliest convenience and develop an easy-to-use system to make it fast and easy to review our website.  Make it a community project in ways to improve our existing web page.

 

Fire Chief Miller informed the Board of Fire Commissioners that on Thursday, February 26, 2009, at 6:00 p.m., the North Bay Fire Control District held its first “Live Fire Training” session (conex boxes) behind the Fire Station.  Each Shift had an opportunity


to experience “live fire” training.  The “live fire” training created a simulated and realistic effect.  Also, Chief Miller mentioned that a “4 head” sprinkler system was donated for the conex boxes.  The sprinkler system will help keep the conex boxes from getting too hot.  Plan to extend an invitation to other Fire Departments to participate. 

 

Chairman Miller briefed (FYI) the Board of Fire Commissioners about a former employee who has filed a Civil Action suit against the Florida Municipal Insurance Trust, Workers’ Compensation carrier.  The North Bay Fire Control District (employer) has been named as part of the complaint or petition.  However, the challenge is against the Workers’ Compensation Medical Insurance Carrier.  The North Bay Fire Control District (employer) is waiting to hear from the Workers’ Compensation Lawyers.  Will keep the Board of Fire Commissioners’ informed.

 

Chairman Miller asked if there were any comments from the floor before adjournment.  There were no other comments.

 

The next Board of Fire Commissioners’ Meeting will be held on Tuesday, April 14, 2009, at 7:00 p.m., at the North Bay Fire Control District, Niceville, Florida 32578.
