Call to Order: Chairman Hinely called the Board of Fire
Commissioners’ meeting to order at 7:00 p.m.

Public Inputs: There were no public inputs.

Old Business
The minutes of the April 8, 2008 meeting were
reviewed. On April 8, 2008, Commissioner
Vining did not attend the regular Commissioners’ meeting.
She was excused from the meeting. However,
on the April 8, 2008 meeting minutes, pages 1-3, Commissioner Vining appears
to have voted in favor. Let the
record show that Commissioner Vining was not present.
Therefore, any statements showing Commissioner Vining voted in favor
should be omitted or deleted. Commissioner
Porter made a motion to accept the minutes as written with corrections, motion
seconded by Commissioner Santner. Commissioner
Hinely voted in favor, Commissioner Vining voted in favor, Commissioner
Santner voted in favor, Commissioner Porter voted in favor, and Commissioner
Hipp voted in favor. All in favor,
motion carried.
The April 30, 2008 Financial Statement Report was
reviewed. Commissioner Hipp made a
motion to accept the Financial Statement Report as written, motion seconded by
Commissioner Vining. Commissioner
Hinely voted in favor, Commissioner Vining voted in favor, Commissioner
Santner voted in favor, Commissioner Porter voted in
favor, and Commissioner Hipp voted in favor.
All in favor, motion carried.

New Business
Fire Chief Miller informed the Board of Fire
Commissioners that he sent another letter to the Niceville City Manager, Mr
Lannie Corbin, with a suspense date of Monday, May 19, 2008.
The letter clearly stated recommendations from the Board of Fire
Commissioners to be presented to the Niceville City Council.
After further discussion, if the North Bay Fire Control District
receives no response by the suspense date; the next step is to call the
Niceville City Manager, Mr Lannie Corbin.
If nothing happens, then press forward with a lawyer.
Commissioner Hipp made a motion to go forward and have Fire Chief
Miller talk to a lawyer about possible mediation or litigation process, motion
second by Commissioner Vining. Commissioner
Hinely voted against, Commissioner Vining voted in favor, Commissioner Santner
voted in favor, Commissioner Porter voted in favor, and Commissioner Hipp
voted in favor. Four (4) voted in
favor, one (1) voted against. Motion
carried.
Fire Chief Miller presented the Board of Fire
Commissioners’ with an Interlocal Agreement on the Advanced Life Support
Fire Engine Partnership Program. Commissioner
Hipp made a motion to accept and approve the Interlocal Agreement on the
Advanced Life Support Fire Engine Partnership Program, motion second by
Commissioner Porter. Commissioner
Hinely voted in favor, Commissioner Vining voted in favor, Commissioner
Santner voted in favor, Commissioner Porter voted in favor, and Commissioner
Hipp voted in favor. All in favor,
motion carried.
Fire Chief Miller announced to the Board of Fire
Commissioners that the Truth in Millage (TRIM) Workshop will be held on
Wednesday, June 4, 2008, at the Embassy Suites Hotel Destin at
Fire Chief Miller informed the Board of Fire
Commissioners on the latest development on the Local Government Investment
Pool. On Monday, April 21, 2008,
approximately $106 million in liquid assets became available to Pool B
participants. The figure
represents about 7.7 percent of the current Pool B total par value of $1.376
billion and is the fourth major release from Pool B.
The investment objective for Pool B is to maximize the present value of
distributions. In the meantime,
any monies received from the Okaloosa County Tax Collector will be directly
deposited into our Money Market account with Bank of America.
Fire Chief Miller informed the Board of Fire
Commissioners that on April 15, 2008, the North Bay Fire Control District
received $81,659.51 of Ad Valorem money from the
Okaloosa County Tax Collector’s Office.
Fire Chief Miller announced the “Employment
Anniversary” for the month of May to Ralph Banegas (May 7th) for 11
years of dedicated service to the North Bay Fire Control District.
Congratulations to Ralph for a job well done!
Assistant Fire Chief Jordan presented the Board of
Fire Commissioners with the Assistant Fire Chief’s Report for April 2008.
Assistant Fire Chief Jordan presented the Board of
Fire Commissioners with the April 2008 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 51 incidents:
4 dumpster/trash fires; 1 structure fire; 1 wildland fire; 6 motor vehicle
accidents; 26 medicals; 4 canceled enroutes; 3 false alarms/alarm activations; 3
good intents and 3 service calls. This
brings the total to 255 alarm runs for the year.
Dollar loss for the year is $0.00.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners
with the Fire Marshal’s Report for April 2008.
Fire Marshal Losinger was absent.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for April 2008.
Chairman Hinely made a few closing remarks.
First, on May 1, 2008, the Niceville-Valparaiso Chamber of Commerce held
a “Firefighters’ Appreciation Day.” A
special “thanks” to the Niceville-Valparaiso Chamber of Commerce for
honoring our firefighters. Secondly, the project Preliminary Assessment and the
Property Appraiser Assessment for FY2008-2009 should be available towards the
end of May 2008. And finally, the
North Bay Fire Control District needs to amend the 10-Year plan to show building
improvements.
Chairman Hinely asked if there were any comments from
the floor. There were no other
comments.
