Call to Order:
Chairman Hinely called the Board of Fire Commissioners’ meeting to order at
7:00 p.m.

There were no public inputs.

Old Business
The Financial
Statement Report for September 30, 2008 was previously approved by the Board
of Fire Commissioners’ at the October 14, 2008 meeting.
However, the September 30, 2008 Financial Statement Report needed
minor changes and required the Board of Fire Commissioners to review the
corrections. After further
review and discussion, Commissioner Hipp made a motion to accept the amended
Financial Statement Report as written with corrections, motion seconded by
Commissioner Vining.
Commissioner Hinely voted in favor, Commissioner Vining voted in favor,
Commissioner Santner voted in favor, Commissioner Porter voted in favor, and
Commissioner Hipp voted in favor.
All in favor, motion carried.
The minutes of
the October 14, 2008 meeting were reviewed.
Commissioner Vining made a motion to accept the minutes as written,
motion seconded by Commissioner Porter. Commissioner Hinely voted in favor,
Commissioner Vining voted in favor, Commissioner Santner voted in favor,
Commissioner Porter voted in favor, and Commissioner Hipp voted in favor.
All in favor, motion carried.
The October 31,
2008 Financial Statement Report was reviewed.
Commissioner Hipp made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Santner.
Commissioner Hinely voted in favor, Commissioner Vining voted in
favor, Commissioner Santner voted in favor, Commissioner Porter voted in
favor, and Commissioner Hipp voted in favor.
All in favor, motion carried.

New Business
Fire Chief
Miller welcomed the newly elected Board of Fire Commissioners.
They are Berry Reed (Seat 1); William Schaal (Seat 3); Timothy
Stapleton (Seat 4); and Jim Miller (Seat 5).
Welcome aboard and continued success on your new journey as Fire
Commissioners. Also, Fire Chief
Miller recommended to the Board of Fire Commissioners to temporarily appoint
Commissioner Janet Santner as Madame Chair for the December 2008 meeting.
Commissioner Santner (Seat 2) is currently the Treasurer.
Commissioner Hipp made a motion to temporarily appoint Commissioner
Santner as Madame Chair effective November 14, 2008, motion seconded by
Commissioner Vining.
Commissioner Hinely voted in favor, Commissioner Vining voted in favor,
Commissioner Santner voted in favor, Commissioner Porter voted in favor, and
Commissioner Hipp voted in favor.
All in favor, motion carried.
Fire Chief
Miller presented the Board of Fire Commissioners with the Certificate of
Final Taxable Value for FY2008-2009.
The Proposed Current Year Gross Taxable Value was $985,720,578.
The Final Current Year Gross Taxable Value is $982,919,072, a
decrease of $2,801,506, and a percentage change of (minus) -0.28 percent.
Fire Chief
Miller informed the Board of Fire Commissioners that the Fire District’s
website has been upgraded with the new Expression Web 2.0 software purchased
at Office Depot. This software
program will provide a range of updates.
For example, photos, videos, clips, attachments, meeting minutes, and
much more.
Fire Chief
Miller informed the Board of Fire Commissioners that according to Oshkosh
Capital, the payoff quote for the new Aerial Apparatus, Tower 8, is
$168,463.55. This payoff quote
is in effect until April 10, 2009.
Fire Chief
Miller announced to the Board of Fire Commissioners the promotion of Captain
Jason L. Oliver. Captain Oliver
took command of “B” Shift effective Monday, November 3, 2008.
Congratulations and continued success to Captain Jason L. Oliver.
Fire Chief Miller introduced
Firefighter/Paramedic Thomas G. Schmelzle as the North Bay Fire Control
District’s newest member.
Firefighter Schmelzle will be assigned to “C” Shift effective Wednesday,
November 19, 2008. Welcome
aboard!
Fire Chief
Miller informed the Board of Fire Commissioners that the North Bay Fire
Control District Annual Appreciation Dinner will be held on Saturday,
December 13,
2008, at the
Bluewater Bay Clubhouse Restaurant.
The Social begins at 6:00 p.m., and the Dinner (buffet style) at 7:00 p.m.
Please RSVP to Ralph no later than Thursday, December 11, 2008.

Fire Chief Miller
announced the “Employment Anniversary” for the month of November to Captain
Brian Thomas (November 1st) for 12 years of dedicated service to the
North Bay Fire Control District.
Congratulations to Captain Thomas for a job well done!
Assistant Fire
Chief Jordan presented the Board of Fire Commissioners with the Assistant Fire
Chief’s Report for October 2008.
Assistant Fire
Chief Jordan presented the Board of Fire Commissioners with the October 2008
Fire Incident Run Report. The North
Bay Fire Control District responded to a total of 66 incidents: 2 structure
fires; 3 wildland fires; 2 motor vehicle accidents; 37 medicals; 14 canceled
enroutes; 3 false alarms/alarm activations; 3 good intents; and 2 service calls.
This brings the total to 685 alarm runs for the year.
Dollar loss for the year is $174,450.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for October 2008.
Division
Chief Parker presented the Board of Fire Commissioners with the District’s
Training Report for October 2008.
Finally, Chairman
Hinely expressed to the audience that this would be the last official Board of
Fire Commissioners’ meeting for Commissioner Hipp, Commissioner Porter,
Commissioner Vining, and himself.
The parting Commissioners were given an opportunity to express their
appreciation and say their farewells.
The next Board of
Fire Commissioners’ Meeting will be held on Thursday, December 9, 2008, at 7:00
p.m., at the North Bay Fire Control District,
