Board of Fire Commissioners

November 10, 2009

 

Members present:    Chairman James R. Miller

·         Call to Order: Chairman Miller called the Board of Fire Commissioners’ meeting to order at 7:00 p.m.

·         Old Business

 

The minutes of the October 13, 2009 meeting were reviewed.  Commissioner Santner made a motion to accept the minutes as written, motion seconded by Commissioner Reed.  Commissioner Miller voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

The October 1-31, 2009 Financial Statement Report was reviewed.  Commissioner Reed made a motion to accept the Financial Statement Report as written, motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Chairman Miller turned the meeting over to Fire Chief Miller to report on new business.

 

 


·         New Business

 

Fire Chief Miller presented the Board of Fire Commissioners for their review and approval with “Policy Statement Number 10” regarding “Public Inputs” for all Fire Commission meetings.  The Board of Fire Commissioners will accept and/or consider “Public Inputs” and apply the guidelines established towards all Fire Commission meetings.  Commissioner Schaal made a motion to accept and approve “Policy Statement Number 10” as written, motion seconded by Commissioner Reed.  Commissioner Miller voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Fire Chief Miller presented the Board of Fire Commissioners with the Union Contract Agreement between the North Bay Fire Control District and the North Bay Professional Firefighters Association, IAFF, Local 3505.  The Union Contract Agreement shall be in full force and goes into effect from the date of October 1, 2009, through September 30, 2011.  Commissioner Santner made a motion to accept and approve the Union Contract Agreement as written, motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.  On Tuesday, November 10, 2009, Chairman James R. Miller, Fire Chief Joseph A. Miller, Union President Travis W. Zaal and Union Secretary Matthew G. Stilla affixed their signatures to the Union Contract Agreement.

 

Fire Chief Miller informed the Board of Fire Commissioners about the two (2) parcels of Land that were annexed by the City of Niceville that are within the North Bay Fire Control District.  According to the provisions of Florida Statute 171.093, when a municipality annexes property within a Special District, the municipality shall pay the District an amount equal to the Ad Valorem taxes or assessments that would have been collected had the property remained in the District.  This is for the period of four (4) years after October 1, 2008, the year of the annexation.  On Thursday, October 15, 2009, the North Bay Fire Control District received a check for the amount of $5,361.37 from the City of Niceville.

 

Fire Chief Miller informed the Board of Fire Commissioners about acquiring land from Christ Our Redeemer Catholic Church and Eglin Air Force Base to build a new Fire Station facility.  According to Chief Miller, they are willing to work with our land acquisition proposals.  Will keep the Commissioners informed.

  

Fire Chief Miller informed the Board of Fire Commissioners that Treasurer Santner has withdrawn the Certificate of Deposit from Bank of America.  The withdrawal was made on Thursday, October 29, 2009, for the amount of $329,502.69 and transferred to the Money Market account at Bank of America.


Fire Chief Miller informed the Board of Fire Commissioners that Ms Candy Cunard, a Senior Manager and Certified Public Accountant for Carr, Riggs & Ingram, LLP, is currently conducting the Annual Financial Audit for the North Bay Fire Control District.

 

Fire Chief Miller informed the Board of Fire Commissioners that the North Bay Fire Control District Annual Appreciation Dinner will be held on Saturday, December 12, 2009 at the Bluewater Bay Clubhouse Restaurant.  The Social begins at 6:00 p.m., and the Dinner (buffet style) at 7:00 p.m.  Please RSVP to Ralph no later than Thursday, December 10 2009.  See you all there!

 

Fire Chief Miller announced the “Employment Anniversary” for the month of November is Captain Brian Thomas (November 1st) for 13 years of dedicated service, and FF Tommy Schmelzle (November 19th) for 1 year of dedicated service to the North Bay Fire Control District.  Congratulations to Captain Thomas and FF Schmelzle for a job well done!

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the Assistant Fire Chief’s Report for October 2009.

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the October 2009 Fire Incident Run Report.  The North Bay Fire Control District responded to a total of 72 incidents: 3 structure fires; 4 accidents; 47 medicals; 8 cancelled Enroutes; 4 false alarms/alarm activations; 3 good intents; and 3 service calls.  This brings the total to 717 alarm runs for the year.  Dollar loss for the year is $166,000.00.

 

Fire Marshal Losinger presented the Board of Fire Commissioners with the Fire Marshal’s Report for October 2009.

 

Division Chief Parker presented the Board of Fire Commissioners with the District’s Training Report for October 2009.

 

Chairman Miller stated that Fire Chief Miller has constructed a draft “Maintenance Facility Plan Book.”  At a previous Commissioners’ meeting, Commissioner Schaal suggested to Fire Chief Miller to research the repair or the replacement cost for the roof, ramp, and bay floors.

 

Commissioner Schaal asked about the manning requirements for the Paramedic Program.  It seems to impact the Fire District financially.  There should be some type of level of manning requirements and not beyond.  As oppose to waging a decision or numbers, this would be a good opportunity to have Fire Chief Miller and Division Chief Parker to review “what we currently have” and what we will have.”  Chairman Miller suggested to Fire Chief Miller and Division Chief Parker


to review the Paramedic program manning requirements and come up with valid recommendations at the next Commissioners’ meeting.

 

Fire Chief Miller informed the Board of Fire Commissioners that on Tuesday, December 1, 2009, at 10:00 a.m., the North Bay Firefighters Pension Trust Fund will hold its quarterly meeting at the North Bay Fire Control District.  The Board of Fire Commissioners are welcome to attend.  However, according to the State of Florida Government-in-the-Shine Manual, it must be advertised in the local newspaper as a Public Meeting.  Commissioner Schaal made a motion to have a Public meeting on Tuesday, December 1, 2009, at 10:00 a.m., at the North Bay Fire Control District to meet with the North Bay Firefighters’ Pension Trust Fund Board of Trustees.  Motion seconded by Commissioner Santner.  Commissioner Miller voted in favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in favor.  All in favor, motion carried.

 

Chairman Miller asked if there were any other comments from the floor before adjournment.  There were no other comments.

 

The next Board of Fire Commissioners’ Meeting will be held on Tuesday, December 8, 2009, at 7:00 p.m., at the North Bay Fire Control District, Niceville, Florida 32578.
