Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the September 9, 2009 FY2009-2010 Proposed Budget meeting
were reviewed. Commissioner
Santner made a motion to accept the minutes as written, motion seconded by
Commissioner Reed. Commissioner
Miller voted in favor, Commissioner Santner voted in favor, Commissioner
Reed voted in favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
The minutes of the September 16, 2009 FY2009-2010 Final Budget meeting were
reviewed. Commissioner Santner made a motion to accept the minutes as
written, motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in
favor. All in favor, motion
carried.
The minutes of the September 9, 2009 meeting were reviewed.
Commissioner Schaal made a motion to accept the minutes as written,
motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner
Santner voted in favor, Commissioner Reed voted in favor, and Commissioner
Schaal voted in favor. All in
favor, motion carried.
The September 1-30, 2009 Financial Statement Report was reviewed.
Commissioner Reed made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Santner voted in
favor, Commissioner Reed voted in favor, and Commissioner Schaal voted in
favor. All in favor, motion
carried.
Ms. Tiffany Santner presented Fire Chief Miller and Chief Parker with a
small token of appreciation for their support, assistance and escorting the
entire Santner Family to the National Fallen Firefighters Memorial weekend
(October 3-4, 2009) at Emmitsburg, Maryland.
With the support of Fire Chief Miller and Chief Parker, the entire
family paid a special tribute to Fire Chief Thomas J. Santner, a former Fire
Chief of the North Bay Fire Control District.
Also, this was a time to honor and remember
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller informed the Board of Fire Commissioners of the receipt
two letters from the State of
Fire Chief Miller presented the Board of Fire Commissioners with the
Certificate of Final
Taxable Value for FY2009-2010.
The Proposed Current Year Gross Taxable Value was $925,914,817.
The Final Current Year Gross Taxable Value is $925,702,298, a
decrease of $212,519, and a percentage change of (minus) -0.02 percent.
Fire Chief Miller informed the Board of Fire Commissioners that the North
Bay Professional Firefighters Association, IAFF, Local 3505, and the North
Bay Fire Control District are finalizing their negotiations for a new Union
Contract.
Fire Chief Miller informed the Board of Fire Commissioners that on October
9, 2009, the North Bay Firefighters’ Pension Trust Fund received their State
Warrant in the amount of $30,831.51.
This state warrant represents shares of the surplus monies accruing
in the Firefighters’ Supplemental Compensation Trust Fund from calendar year
2008. The state warrant was
deposited into the Pension Trust Fund account.
Fire Chief Miller announced to the Board of Fire Commissioners that
Firefighter James Harris has completed all the requirements for his
Paramedic certification. He is cleared to ride.
Congratulations to James for successfully completing his Paramedic
Course.
Fire Chief Miller informed the Board of Fire Commissioners that “October” is
Fire Prevention Month. The
North Bay Fire Control District has scheduled fire prevention activities
throughout the community.
Fire Chief Miller announced the “Employment Anniversary” for the month of
October is Fire Marshal Lloyd Losinger (October 19th) for 22
years of dedicated service to the North Bay Fire Control District.
Congratulations to FM Losinger for a job well done!
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the Assistant Fire Chief’s Report for September 2009.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the September 2009 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 73
incidents: 4 structure fires; 7 accidents; 46 medicals; 7 cancelled Enroutes;
6 false alarms/alarm activations; 1 good intent; 1 hazardous materials and 1
service call. This brings the
total to 645 alarm runs for the year.
Dollar loss for the year is $166,000.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for September 2009.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for September 2009.
Chairman Miller asked if there were any comments from the floor before
adjournment. Commissioner Schaal suggested that Fire Chief Miller possibly
look into estimates for the roof, ramp, and bay floors repairs.
Also, based on the current 10-Year Plan, Fire Chief Miller needs to
research and identify the purchase of the next apparatus for the Fire
District. The Board of Fire
Commissioners wants to include these estimates for FY2010-2011 budget
planning purposes.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, November
10, 2009, at 7:00 p.m., at the North Bay Fire Control District,
The meeting adjourned at 7:44 p.m.
