Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Public Inputs: There were no public inputs

Mr Bruce Nunnally, Certified Public Accountant, from the accounting firm of
Carr, Riggs and Ingram attended the Board of Fire Commissioners’ meeting to
provide the Board of Fire Commissioners with final results of the annual
financial audit of the North Bay Fire Control District for the fiscal year
2007-2008. Based on their
unqualified opinion, the North Bay Fire Control District received the
highest opinion or highest rating given to any business.
This means the results of its operations for the year ended in
conformity with generally accepted accounting principles.
Overall, it was a clean audit report with no findings.
There were no discrepancies noted.

Old Business
The minutes of the June 9, 2009 meeting were reviewed.
Commissioner Stapleton made a motion to accept the minutes as
written, motion seconded by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
The June 30, 2009 Financial Statement Report was reviewed.
Commissioner Schaal made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller presented the Board of Fire Commissioners with proposed
line item budget adjustment.
Chief Miller recommended to the Board of Fire Commissioners to make several
line item budget adjustments.
See attachment, same subject, dated July 14, 2009 for details.
Commissioner Stapleton made a motion to accept the line item budget
adjustments, motion seconded by Commissioner Santner.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in favor
and Commissioner Schaal voted in favor.
All in favor, motion carried.
Fire Chief Miller briefed the Board of Fire Commissioners on the Certificate
of Taxable Value (DR-420) of the Assessment Roll for FY2009-2010.
The current Year Gross Taxable Value of Real Property for Operating
Purposes is $925,914,817, which will set the tentative millage rate at 2.500
mils. Commissioner Santner made
a motion to set the Fiscal Year 2009-2010 tentative millage rate at 2.500.
Motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Stapleton voted in
favor, Commissioner Santner voted in favor, Commissioner Reed voted in
favor, and Commissioner Schaal voted in favor.
All in favor, motion carried.
The proposed North Bay Fire Control District FY2009-2010 TRIM Schedule is as
follows: The first public budget hearing is tentatively set for Wednesday,
September 9, 2009 at 7:00 p.m., at the North Bay Fire Control District.
The final public budget hearing is tentatively set for Wednesday,
September 16, 2009, at 7:00 p.m., at the North Bay Fire Control District.
Commissioner Stapleton made a motion to accept and approve the
FY2009-2010 TRIM Schedule as written, motion seconded by Commissioner
Santner. Commissioner Miller
voted in favor, Commissioner Stapleton voted in favor, Commissioner Santner
voted in favor, Commissioner Reed voted in favor, and Commissioner Schaal
voted in favor. All in favor,
motion carried.
Fire Chief Miller recommended to the Board of Fire Commissioners to hold a
North Bay Fire Control District Budget Workshop.
The Budget workshop will provide an overview of the entire Fire
District Budget Expenditures.
Chief Miller opened the floor for discussion.
After further discussion, the Board of Fire Commissioners agreed to
hold a Budget workshop on Tuesday, July 28, 2009, at 4:00 p.m., at the North
Bay Fire Control District.
Commissioner Santner made a motion to hold a Budget Workshop on
Tuesday, July 28, 2009, motion seconded by Commissioner Stapleton.
Commissioner Miller voted in favor, Commissioner Stapleton voted in favor,
Commissioner Santner voted in favor, Commissioner Reed voted in favor, and
Commissioner Schaal voted in favor.
All in favor, motion carried.
Fire Chief Miller informed the Board of Fire Commissioners that the North
Bay Fire Control District has applied for a Federal FEMA “Fire Station”
Grant. Request for Grant Funds
was due on Friday, July 10, 2009.
The funds will cover the construction and expenses for a new Fire
Station.
Fire Chief Miller informed the Board of Fire Commissioners that during the
month of June 2009, the North Bay Fire Control District received $79,076.39
of Ad Valorem money from the Okaloosa County Tax Collector’s Office.
Any monies received from the Tax Collector are directly deposited
into our Money Market account with Bank of America.
Fire Chief Miller informed the Board of Fire Commissioners that the North
Bay Professional Firefighters Association, IAFF, Local 3505, and the North
Bay Fire Control District are ready to continue their negotiations for a new
Union Contract. The first
meeting was held on Tuesday, June 2, 2009, at 4:30 p.m., at the North Bay
Fire Control District. A second
meeting was held on Wednesday, June 10, 2009, at 4:00 p.m., at the North Bay
Fire Control District. After
two negotiation meetings, the Board of Fire Commissioners tasked Fire Chief
Miller (primary negotiator) to meet and propose their recommendations to the
North Bay Professional Firefighters Association, IAFF, Local 3505.
In the meantime, the Board of Fire Commissioners are currently
awaiting results.
Fire Chief Miller informed the Board of Fire Commissioners that the vacant
position for a Trustee (Board Member) for the North Bay Firefighters Pension
Trust Fund is still available.
Former Trustee Mr Christian F. Dreyer, Jr., submitted his Letter of
Resignation in April 2009. Mr
Dreyer served as a Trustee for over 2 years.
Fire Chief Miller announced the “Employment Anniversary” for the month of
July to Captain Oliver (July 1st) for 4 years of dedicated
service, to Fire Chief Miller (July 14th) for 18 years of
dedicated service, to Firefighter Pritchard (July 22nd) for 3
years of dedicated service, and to Firefighter Mitchell (July 25th)
for 5 years of dedicated service to the North Bay Fire Control District.

Fire Chief Miller announced “Happy Birthday Greetings” for the month of July
2009 to Bill Smith (July 12th) and Firefighter Jones (July 26th).

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the Assistant Fire Chief’s Report for June 2009.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the
June 2009 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 69 incidents: 1
structure fire; 1 vehicle fire; 10 motor vehicle accidents; 30 medicals; 8
canceled enroutes; 8 false alarms/alarm activations; 6 good intents; 4 service
calls and 1 hazardous material response.
This brings the total to 413 alarm runs for the year.
Dollar loss for the year is $161,000.00.

Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for June 2009.
Division
Chief Parker presented the Board of Fire Commissioners with the District’s
Training Report for June 2009.

The next Board of Fire Commissioners’ Meeting will be held on Tuesday, August
11, 2009, at 7:00 p.m., at the North Bay Fire Control District,
