Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the June 8, 2010, meeting was reviewed.
Commissioner Santner made a motion to accept the minutes as written,
motion seconded by Commissioner Reed.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and
Commissioner Banegas voted in favor.
All in favor, motion carried.
The June 1-30, 2010 Financial Statement Report was reviewed.
Commissioner Santner informed the Board of Fire Commissioners that
the current assets on page 1, Bank of America CD, line 6, shows an interest
amount of $6,643.00. Commissioner Santner indicated that the original CD
amount of $323,000.00, which was purchased November 26, 2008, had to be
separate from the interest earned.
This was a risk free CD and it was withdrawn and transferred to the
Money Market on October 29, 2009.
The interest amount of $6,643.00 will continue to show until the next
audit adjustment. In the meantime, Commissioner Schaal made a motion to
accept the Financial Statement Report as written,
motion seconded by Commissioner Banegas.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and
Commissioner Banegas voted in favor.
All in favor, motion carried.
Fire Chief Miller reminded the Board of Fire Commissioners to submit their
Financial Disclosure, Form 1, Statement of Financial Interest, with the
Supervisor of Elections on or before Thursday, July 1, 2010.

Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller presented the Board of Fire Commissioners with proposed
line item budget adjustment.
Chief Miller recommended to the Board of Fire Commissioners to make several
line item budget adjustments.
See attachment, same subject, dated July 13, 2010 for details.
Commissioner Reed made a motion to accept the line item budget
adjustments, motion seconded by Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, Commissioner Santner voted in favor and
Commissioner Banegas voted in favor.
All in favor, motion carried.
Fire Chief Miller briefed the Board of Fire Commissioners on the Certificate
of Taxable Value (DR-420) of the Assessment Roll for FY2010-2011.
The current Year Gross Taxable Value of Real Property for Operating
Purposes is $882,207,359, which will set the tentative millage rate at
2.6000 mils.
The proposed North Bay Fire Control District FY2010-2011 TRIM Schedule is as
follows: The first public budget hearing is tentatively set for Tuesday,
September 14, 2010 at 7:00 p.m., at the North Bay Fire Control District.
The final public budget hearing is tentatively set for Wednesday,
September 22, 2010, at 7:00 p.m., at the North Bay Fire Control District.
Commissioner Santner made a motion to accept and approve the
FY2010-2011 TRIM Schedule as written, motion seconded by Commissioner
Banegas. Commissioner Miller
voted in favor, Commissioner Reed voted in favor, Commissioner Schaal voted
in favor, Commissioner Santner voted in favor, and Commissioner Banegas
voted in favor. All in favor,
motion carried.
Fire Chief Miller recommended to the Board of Fire Commissioners to hold a
North Bay Fire Control District Pre-Budget Workshop Meeting.
The Pre-Budget Workshop will provide an overview of the entire Fire
District Budget Expenditures.
Chief Miller opened the floor for discussion.
After further
discussion, the Board of Fire Commissioners agreed to hold a Pre-Budget
Workshop Meeting on Thursday, July 29, 2010, at 6:00 p.m., at the North Bay
Fire Control District.
Commissioner Santner made a motion to hold a Pre-Budget Workshop Meeting on
Thursday, July 29, 2010 at 6:00 p.m., at the North Bay Fire Control
District, motion seconded by Commissioner Banegas. Commissioner Miller voted
in favor, Commissioner Reed voted in favor, Commissioner Schaal voted in
favor, Commissioner Santner voted in favor, and Commissioner Banegas voted
in favor. All in favor, motion
carried.
Assistant Fire Chief Jordan briefed the Board of Fire Commissioners on a
“Request for Proposal (RFP) of Building Repairs and Renovations.”
After Chief Jordan briefed the Commissioners, the floor was opened
for discussion. Chief Jordan
recommended to the Board of Fire Commissioners that since the Pre-Budget
Workshop Meeting will be held on Thursday, July 29, 2010, to address the RFP
separately for budget consideration.
Commissioner Santner made a motion to amend the Pre-Budget Workshop
Meeting to a Special Meeting and include the RFP on Thursday, July 29, 2010
at 6:00 p.m., at the North Bay Fire Control District, motion seconded by
Commissioner Banegas. Commissioner Miller voted in favor, Commissioner Reed
voted in favor, Commissioner Schaal voted in favor, Commissioner Santner
voted in favor, and Commissioner Banegas voted in favor.
All in favor, motion carried.
Fire Chief Miller presented the Board of Fire Commissioners with a Policy on
Water Rescue. Chief Miller has
recommended to the Board to allow our crews to do what they were trained to
do. Several of our firefighters
are Lifeguard certified. The
Incident Commander has the authority to make the decision whether a water
rescue will be attempted. After
further discussion, Commissioner
Santner made a motion to accept the policy as written, motion seconded by
Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and
Commissioner Banegas voted in favor.
All in favor, motion carried.
Fire Chief Miller informed the Board of Fire Commissioners that he received
a letter from the North Bay Professional Firefighters Association, IAFF,
Local 3505, requesting to open Union Contract articles for negotiations.
Fire Chief Miller and the Union President have met on several
occasions. Negotiations are
still underway and will keep the Board of Fire Commissioners informed.
Fire Chief Miller turned the meeting over to Commissioner Reed to address
the Board of Fire Commissioners.
Commissioner Reed informed the Board of Fire Commissioners that he will
resign his position as Board of Fire Commissioner, Seat 1, effective
Thursday,
July 29, 2010. Commissioner
Reed stated that he will no longer be a resident of the North Bay Fire
Control District and is unqualified to remain in his position.
Commissioner Reed served as a Board member since December 9, 2008.
Chairman Miller extended his sincere thanks, appreciation and
gratitude to Commissioner Reed for his outstanding support and contributions
to the Fire District and the entire community.
Our best wishes to Commissioner Reed for continued success!
Chairman Miller asked Fire Chief Miller to contact the Bay Beacon Newspaper
and to let the general public know about the vacant position.
The Board of Fire Commissioners will accept Letters of Intent for the
position of Fire Commissioner.
All applicants must be present for consideration at the next Board of Fire
Commissioners’ meeting to be held on Tuesday, August 10, 2010, at the North
Bay Fire Control District.
Fire Chief Miller announced the “Employment Anniversaries” for the month of
July 2010, to Captain Oliver (July 1st) for 5 years; to Fire
Chief Miller (July 14th) for 19 years; Firefighter Pritchard
(July 22nd) for 4 years; and Firefighter Mitchell (July 25th)
for 6 years of dedicated service to the North Bay Fire Control District.

Fire Chief Miller announced “Happy Birthday Greetings” for the month of July
2010, Mechanic Bill Smith (June 12th) and Lieutenant Jones (July
26th). Happy
Birthday to Bill and Scot, many happy returns and many more to come!
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the Assistant Fire Chief’s Report for June 2010.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with
the May 2010 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 99
incidents: 1 dumpster, trash or other fire; 1 illegal fire; 7 structure
fires; 1 vehicle fire; 59 medicals; 4 motor vehicle accidents; 12 cancelled
enroutes; 4 false alarms/alarm activations; 4 good intents; 5 service calls;
and 1 hazardous material. This
brings the total to 471 alarm runs for the year.
Dollar loss for the year remains at $5,500.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for June 2010.
Division Chief Parker presented the Board of Fire Commissioners with the
District’s Training Report for June 2010.
Chairman Miller asked if there were any other comments from the floor before
adjournment. There were no
other comments.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, August
10, 2010, at 7:00 p.m., at the North Bay Fire Control District,
