Board of Fire Commissioners

October 12, 2010

 

 

Members present:    Chairman James R. Miller

·         Call to Order: Chairman Miller called the Board of Fire Commissioners’ meeting to order at 7:00 p.m.

·         Public Inputs:  Mr Brett Hinely submitted a budgetary process letter to the Board of Fire Commissioners for review.

 

·         Old Business

 

The minutes of the September 14, 2010 FY2010-2011 Proposed Budget meeting were reviewed.  Commissioner Santner made a motion to accept the minutes as written, motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Strait voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor.  All in favor, motion carried.

 

The minutes of the September 22, 2010 FY2010-2011 Final Budget meeting were reviewed. Commissioner Santner made a motion to accept the minutes as written, motion seconded by Commissioner Schaal.  Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Strait voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor.  All in favor, motion carried.

 

The minutes of the September 14, 2010, regular Board of Fire Commissioners’


meeting was reviewed.  Commissioner Santner made a motion to accept the minutes as written, motion seconded by Commissioner Banegas.  Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Strait voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor.  All in favor, motion carried.

 

The September 1-30, 2010 Financial Statement Report was reviewed. Commissioner Schaal made a motion to accept the Financial Statement Report as written, motion seconded by Commissioner Strait.  Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Strait voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor.  All in favor, motion carried.

 

Chairman Miller turned the meeting over to Fire Chief Miller to report on new business.

 

·         New Business

 

Fire Chief Miller informed the Board of Fire Commissioners of the receipt two letters from the State of Florida, Department of Revenue.  The first letter concerns the Truth in Millage (TRIM) Certificate submitted for the Fiscal Year 2010-2011 budget.  According to the TRIM Certificate package submitted by the North Bay Fire Control District, it meets the certification requirements of sections 200.065 and 200.065(5) and was accepted.  The second letter concerned the Maximum Millage Levy Calculation Final Disclosure Certificate.  The Maximum Millage Levy Calculation Final Disclosure Certificate submitted was determined to be in compliance with the maximum total taxes levied requirements, and thus the maximum millage levy requirements, of section 200.065, Florida Statutes were accepted by the Department of Revenue.

 

Assistant Fire Chief Jordan briefed the Board of Fire Commissioners on a “Request for Proposal (RFP) of Building Repairs and Renovations.”  Chief Jordan informed the Fire Commissioners that only one (1) submission was received.  After further discussion, Chairman Miller reminded the Board of Fire Commissioners about the Special “RFP” Meeting on Thursday, November 4, 2010, at 6:00 p.m. at the North Bay Fire Control District to review each bid and provide suggestions and recommendations.

 

Fire Chief Miller informed the Board of Fire Commissioners that on October 4, 2010, the North Bay Firefighters’ Pension Trust Fund received their State Warrant in the amount of $29,497.65.  This state warrant represents shares of the surplus monies accruing in the Firefighters’ Supplemental Compensation Trust Fund from calendar year 2009.  The state warrant was deposited into the Pension Trust Fund account.


Fire Chief Miller informed the Board of Fire Commissioners that 1995 Emergency One – Fire Engine 8 was towed to Fleet Maintenance in Fort Walton Beach for fuel pump, fuel sender, and fuel gauge problems.  Expect to be out-of-service for the next few days.

 

Fire Chief Miller informed the Board of Fire Commissioners that “October” is Fire Prevention Month.  The North Bay Fire Control District has scheduled fire prevention activities throughout the community.   

 

Fire Chief Miller announced to the Board of Fire Commissioners that on Sunday, September 26, 2010, Firefighter/Paramedic Matthew Pritchard’s wife, Deanna gave birth to a baby boy, Blake Matthew Pritchard.  Congratulations on your new baby!

 

Fire Chief Miller announced the “Employment Anniversary” for the month of October is Fire Marshal Lloyd Losinger (October 19th) for 23 years of dedicated service to the North Bay Fire Control District.  Congratulations to FM Losinger for a job well done!

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the Assistant Fire Chief’s Report for September 2010.

 

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the September 2010 Fire Incident Run Report.  The North Bay Fire Control District responded to a total of 87 incidents: 7 structure fires; 1 dumpster fire; 46 medicals; 6 motor vehicle accidents; 12 cancelled enroutes; 7 false alarms/alarms activation; 4 good intents; 3 service calls and 1 hazardous material.  This brings the total to 707 alarm runs for the year.  Dollar loss for the year is $8,500.00.

 

Fire Chief Miller presented the Board of Fire Commissioners with the Fire Marshal’s Report for September 2010.  Fire Marshal Losinger was absent.

 

Fire Chief Miller presented the Board of Fire Commissioners with the District’s Training Report for September 2010.  Division Chief Parker was absent.

 

Open business item for discussion:  A request from Chairman Miller to Division Chief Parker.  Chairman Miller wants a short briefing, an update and/or handouts on how we, the Fire District, tracks and manages EMT proficiency and a basic overview of capabilities and the proficiency of the Fire District.  Have ready to brief by the next regular Fire Commissioners’ meeting.

 

Commissioner Schaal informed the Board of Fire Commissioners that he will resign his position as Board of Fire Commissioner, Seat 3, effective Wednesday,


December 1, 2010.  Commissioner Schaal stated that he will no longer serve due to increasing demands from other services, work obligations and commitments.  Commissioner Schaal served as a Board member since December 9, 2008.  Chairman Miller extended his sincere thanks, appreciation and gratitude to Commissioner Schaal for his outstanding support and contributions to the Fire District and the entire community.  Our best wishes to Commissioner Schaal for continued success!

 

Chairman Miller asked Fire Chief Miller to contact the Bay Beacon Newspaper and to let the general public know about the Fire Commissioner vacancy position.  The Board of Fire Commissioners will accept Letters of Intent for the position of Fire Commissioner.  All applicants must be present for consideration at the next Board of Fire Commissioners’ meeting to be held on Tuesday, November 9, 2010, at the North Bay Fire Control District.

 

Open business items for discussion:  Before adjournment, Chairman Miller asked for open business items for discussion for the following items by the next Commissioners’ meeting.  (1) to review surveys (handouts) and come prepared by the next Commissioners’ meeting with your thoughts, suggestions, recommendations of needs, wants and desires of the community; (2) share/review Mr Hinely’s letter of budgetary inputs; (3) accountant adjustments; and (4) a serious review of the current 10-Year Plan.

 

Before adjournment, Chairman reminded everyone that the Special “RFP” Meeting will be held on Thursday, November 4, 2010, at 6:00 p.m. at the North Bay Fire Control District to review bids and provide suggestions and recommendations.  Also, the next Board of Fire Commissioners’ Meeting will be held on Tuesday, November 9, 2010, at 7:00 p.m., at the North Bay Fire Control District, Niceville, Florida 32578.

 

Chairman Miller asked if there were any other comments from the floor before adjournment.  There were no other comments.
