PREFACE
The strategic planning process was comprised of three sessions open to all
department members, the elected fire commissioners and invited members of the
community. Each session was held
at the fire station to provide the maximum opportunity for participation of
the career and volunteer members of the district staff.
A total of fourteen individuals participated over the course of three
sessions with three individuals attending all three sessions. The process
focused on the development of a planning document that will serve as a basis
for planning, organizing, staffing, coordinating and budgeting for district
operations during the next three years.
The goal was to identify initiatives critical to the organization’s success in the future. The group showed, by action and resolve, that they recognized a rethinking of past initiatives was a necessary starting point in establishing where the North Bay Fire District is going. From developing a Mission statement and a Vision statement the group set about their task with eagerness and enthusiasm.
The document contained herein is the result of the three days of intensive debate, contribution and dedication. It is a partnership of all levels of the North Bay Fire District. As a working document it focuses on getting things done. As parts of the plan are accomplished, additional initiatives can be worked by group consensus. In essence, the document helps the organization push itself. As a planning document it helps “raise the bar” for the effective delivery of service. The document translates into processes that will allow the District to accomplish goals and achieve closure on issues. To this end, this plan is therefore submitted as the formal planning document of the North Bay Fire District for the period 2002 through 2004.

VISION
The vision of the North Bay
Fire District was determined to be:

VISION OF THE NORTH BAY FIRE DISTRICT IS TO BE THE FIRE SERVICE AGENCY WITH
THE HIGHEST POSSIBLE STANDARDS OF PROFESSIONALISM AND TEAMWORK THROUGH GROWTH
AND COMMUNITY DEVELOPMENT.
ELEMENTS
The following are the items that were selected by the group through the nominal group process which are of the highest priority identified by the group and should be addressed for solutions and closure over the next three to 5 years.
Goal: One
To obtain the resources to accomplish the
mission of the district.
Objectives:
A. To continue to reduce costs and increase efficiency of operations.

B. To continually develop alternative funding strategies with the support of the community and elected officials; such as:
