· Call to Order: Chairman Miller called the Board of Fire Commissioners’ meeting to order at 7:00 p.m.

The minutes of the July 13, 2010, meeting were reviewed. Commissioner Santner made a motion to accept the minutes as written, motion seconded by Commissioner Banegas. Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor. All in favor, motion carried.

The July 1-31, 2010 Financial Statement Report was reviewed. Commissioner Schaal made a motion to accept the Financial Statement Report as written, motion seconded by Commissioner Banegas. Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor. All in favor, motion carried.

Chairman Miller turned the meeting over to Fire Chief Miller to report on new business.

· New Business

Fire Chief Miller informed the Board of Fire Commissioners that he received one (1) Letter of Intent for the vacant Commissioners’ position. The applicant was Steven E. Strait. Commissioner Schaal made a motion to nominate Steven E. Strait to fill the position of Commissioner, Group 1, seconded by Commissioner Banegas. Chairman Miller requested a roll-call vote be taken on the motion to guarantee that every Board of Fire Commissioner’s vote is recorded. Chairman Miller voted yes (in favor); Commissioner Schaal voted yes (in favor); Commissioner Santner voted yes (in favor) and Commissioner Banegas voted yes (in favor). Unanimous vote by the North Bay Fire Control District Board of Fire Commissioners. All in favor, motion carried.

Ralph Banegas administered the Oath of Office to newly appointed Board of Fire Commissioner Steven E. Strait. Afterwards, the North Bay Fire Control District Board of Fire Commissioners realigned their appointed positions. Commissioner Banegas made a motion to realign their appointed positions, second by Commissioner Santner. Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor. All in favor, motion carried. The new positions are: James R. Miller as Chairman; William E. Schaal as Vice Chairman; Steven E. Strait as Secretary; Janet B. Santner as Treasurer; and Karen L. Banegas as Vice Treasurer. The newly assigned positions became effective immediately. This was accomplished on Tuesday, August 10, 2010.

Fire Chief Miller informed the Board of Fire Commissioners that the Certificate of Taxable Value (DR-420) of the Assessment Roll for FY2010-2011 was delivered to the Okaloosa County Property Appraiser on Friday, July 30, 2010. The current Year Gross Taxable Value of Real Property for Operating Purposes is $882,207,359, which will set the tentative millage rate at 2.6000 mils.

Fire Chief Miller presented the Board of Fire Commissioners with the North Bay Fire Control District FY2010-2011 TRIM Schedule. The first (1^st) public budget hearing is tentatively set for Tuesday, September 14, 2010 at 7:00 p.m., at the North Bay Fire Control District. The final public budget hearing is tentatively set for Wednesday, September 22, 2010, at 7:00 p.m., at the North Bay Fire Control District. Due to an administrative error, a “corrected copy” was distributed to the Board of Fire Commissioners.

Assistant Fire Chief Jordan briefed the Board of Fire Commissioners on a “Request for Proposal (RFP) of Building Repairs and Renovations.” After Chief Jordan briefed the Commissioners, the floor was opened for discussion. Chief Jordan recommended to the Board of Fire Commissioners that since the Pre-Budget Workshop Meeting was held on Thursday, July 29, 2010, to release the

RFP for proposed bids and address any findings to the Board of Fire Commissioners at the October 12, 2010 meeting. Commissioner Santner made a motion to approve the release of RFP for proposed bids, and address any findings to the Board of Fire Commissioners at the October 12, 2010 meeting, motion seconded by Commissioner Schaal. Commissioner Miller voted in favor, Commissioner Schaal voted in favor, Commissioner Strait voted in favor, Commissioner Santner voted in favor, and Commissioner Banegas voted in favor. All in favor, motion carried.

Fire Chief Miller informed the Board of Fire Commissioners that the North Bay Professional Firefighters Association, IAFF, Local 3505 and the North Bay Fire Control District are still negotiating Union Contract articles. Fire Chief Miller and the Union President have met on several occasions. Negotiations are still underway and will keep the Board of Fire Commissioners informed.

Fire Chief Miller presented the Board of Fire Commissioners with the North Bay Firefighters’ Pension Trust Fund Resolution 10-01, dated August 10, 2010, for adoption. Chairman James R. Miller and Commissioner Steven E. Strait affixed their signatures to the Resolution.

Fire Chief Miller announced the “Employment Anniversaries” for the month of August 2010, to FF Stilla (August 4^th) for 2 years; and Assistant Fire Chief Jordan (August 22^nd) for 16 years of dedicated service to the North Bay Fire Control District. Congratulations to all for a job well done!

Fire Chief Miller announced “Happy Birthday Greetings” for the month of August 2010, to Fire Marshal Losinger (August 21^st) and FF Adair (August 28^th). Happy Birthday to Lloyd and Ryan, many happy returns and many more to come!

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the Assistant Fire Chief’s Report for July 2010.

Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the July 2010 Fire Incident Run Report. The North Bay Fire Control District responded to a total of 83 incidents: 9 structure fires; 46 medicals; 6 motor vehicle accidents; 7 cancelled enroutes; 5 false alarms/alarm activations; 4 good intents; and 6 service calls. This brings the total to 554 alarm runs for the year. Dollar loss for the year is $8,500.00.

Fire Chief Miller presented the Board of Fire Commissioners with the Fire Marshal’s Report for July 2010. Fire Marshal Losinger was absent.

Division Chief Parker presented the Board of Fire Commissioners with the District’s Training Report for July 2010.

Chairman Miller asked if there were any other comments from the floor before adjournment. There were no other comments.

The next Board of Fire Commissioners’ Meeting will be held on Tuesday, September 14, 2010, at 7:00 p.m., at the North Bay Fire Control District, Niceville, Florida 32578.
