Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the May 11, 2010, meeting was reviewed.
Commissioner Santner made a motion to accept the minutes as written,
motion seconded by Commissioner Banegas.
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and
Commissioner Banegas voted in favor.
All in favor, motion carried.
The May 1-31, 2010 Financial Statement Report was reviewed.
Commissioner Santner informed
the Board of Fire Commissioners that the current assets on page 1, Bank of
Commissioner Miller voted in favor, Commissioner Reed voted in favor,
Commissioner Schaal voted in favor, Commissioner Santner voted in favor, and
Commissioner Banegas voted in favor.
All in favor, motion carried.
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller reminded the Board of Fire Commissioners to submit their
Financial Disclosure, Form 1, Statement of Financial Interest, with the
Supervisor of Elections on or before Thursday, July 1, 2010.
Fire Chief Miller informed the Board of Fire Commissioners that he received
a letter from the Okaloosa County Supervisor of Elections relating to
Verification of Status and Qualifying for Office in 2010.
There are two (2) Fire Commissioner Offices up for election in 2010,
Group 2 and Group 4. The
qualifying period for this year’s race begins at noon on Monday, June 14,
2010 and closes at noon on Friday, June 18, 2010.
Qualifying packets are now available to be picked up by potential
candidates.
Fire Chief Miller briefed the Board of Fire Commissioners on the Okaloosa
County Property Appraiser Forthcoming Preliminary Assessment Roll for
2010-2011. These are
preliminary figures for use in the planning stages of our operational
budget. The Final Certificate
of Taxable Value (DR-420) of the Preliminary Assessment Roll will be
delivered to the North Bay Fire Control District on or before, Thursday,
July 1, 2010. In the meantime,
Fire Chief Miller opened the floor for discussion on proposed budget
figures. Chairman Miller
recommended to Fire Chief Miller to prepare a proposed budget and have it
readily available for a date to be determined.
The proposed budget must consist of what it takes to operate the
mission of the North Bay Fire Control District.
Fire Chief Miller briefed the Board of Fire Commissioners on the Okaloosa
County Property Appraiser fees for 2010-2011.
The Property Appraiser budget request for fiscal year 2010-2011 is
$3,075,621.00. The Property
Appraiser’s current proposed billing for the North Bay Fire Control District
is $25,606.32. These are
preliminary figures for use in the planning stages of our operational
budget.
Fire Chief Miller informed the Board of Fire Commissioners that he received
another Unit Clarification Petition from the State of
include the Captain classification in the existing bargaining unit.
The Captain classification has been previously excluded from the
bargaining unit as supervisory.
The Local 3505 responded to the Commission which included additional factual
information to support its unit clarification petition.
The request to clarify Certificate 1040 was DENIED, the Unit
Clarification petition was DISMISSED, and therefore the case was CLOSED.
Fire Chief Miller announced to the Board of Fire Commissioners that
Firefighter/Paramedic Nathaniel J. Ark, Firefighter/EMT Scot A. Jones and
Firefighter/Paramedic Travis W. Zaal have been promoted to the rank of
Lieutenant effective Monday, May 24, 2010.
Congratulations to our newly promoted Lieutenants for a job well
done!
Fire Chief Miller briefed the Board of Fire Commissioners on the upcoming
Hurricane Season Preparedness.
Chief Miller opened the floor for discussion.
Fire Chief Miller briefed the Board of Fire Commissioners on Water Rescue.
Chief Miller opened the floor for discussion.
The Board of Fire Commissioners asked Chief Miller to provide
additional justification and/or recommendations for discussion on Water
Rescue by the next Commissioners meeting.
Fire Chief Miller informed the Board of Fire Commissioners that Assistant
Fire Chief Jordan is currently working on the submission of the 2010
Assistance to Firefighters Grant (AFG) for a new Fire Truck.
Fire Chief Miller announced to the Board of Fire Commissioners that the
Truth in Millage (TRIM) Workshop will be held on Monday, June 28, 2010, in
Fire Chief Miller announced the “Employment Anniversaries” for the month of
June 2010, to Division Chief Butch Parker (June 15th) for 21
years of dedicated service to the North Bay Fire Control District.
Also, Firefighter Harris (June 20th) for 4 years;
Firefighter Thurston (June 22nd) for 4 years; and Firefighter
Adair (June 27th) for five years of dedicated service to the
North Bay Fire Control District.

Fire Chief Miller announced “Happy Birthday Greetings” for the month of June
2010, to Firefighter Stilla (June 7th).

Fire Chief Miller presented the Board of Fire Commissioners with the
Assistant
Fire Chief’s Report for May 2010.
Assistant Fire Chief Jordan was absent.
Fire Chief Miller presented the Board of Fire Commissioners with the May 2010
Fire Incident Run Report. The North
Bay Fire Control District responded to a total of 79 incidents: 1 motor vehicle
accident; 57 medicals; 10 cancelled enroutes; 1 false alarm/alarm activation; 1
good intent; 8 service calls; and 1 Hazardous Material.
This brings the total to 372 alarm runs for the year.
Dollar loss for the year remains at $5,500.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for May 2010.
Division
Chief Parker presented the Board of Fire Commissioners with the District’s
Training Report for May 2010.
Chairman Miller asked if there were any other comments from the floor before
adjournment. There were no other
comments.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, July 13,
2010, at 7:00 p.m., at the North Bay Fire Control District,
