Call to Order: Vice Chairman Reed called the Board of Fire Commissioners’
meeting to order at 7:00 p.m.

Old Business
The minutes of the April 13, 2010, meeting was reviewed.
Commissioner Santner made a motion to accept the minutes as written,
motion seconded by Commissioner Banegas.
Commissioner Reed voted in favor, Commissioner Schaal voted in favor,
Commissioner Santner voted in favor, and Commissioner Banegas voted in
favor. All in favor, motion
carried.
The April 1-30, 2010 Financial Statement Report was reviewed.
Commissioner Schaal made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Banegas.
Commissioner Reed voted in favor, Commissioner Schaal voted in favor,
Commissioner Santner voted in favor, and Commissioner Banegas voted in
favor. All in favor, motion
carried.
Vice Chairman Reed turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller informed the Board of Fire Commissioners that he received
a letter of appreciation from the U.S. Census Bureau for using our facility
to train enumerators for the 2010 U.S. Census.
Fire Chief Miller informed the Board of Fire Commissioners that he received
a Unit Clarification Petition from the State of
Fire Chief Miller informed the Board of Fire Commissioners that the 2009
Assistance to Firefighters Grant (AFG) was denied.
However, Chief Jordan plans to submit the 2010 AFG for a new Fire
Truck.
Fire Chief Miller announced to the Board of Fire Commissioners that the
Truth in Millage (TRIM) Workshop will be held on Monday, June 28, 2010, in
Fire Chief Miller informed the Board of Fire Commissioners that the 2009
Annual Report for the North Bay Firefighters’ Pension Trust Fund was
reviewed and approved on Monday, April 19, 2010, by the Florida State
Division of Retirement. The State warrant is still pending.
Fire Chief Miller turned the meeting over to Chairman Losinger of the North
Bay Firefighters Pension Trust Fund to discuss the proposed Pension
Multiplier Increase. According
to Chairman Losinger, Foster & Foster performed a special actuarial analysis
to determine the costs of implementing several benefit improvements.
During 2009, the Frozen Amount was $46,582.00 but the actual amount
received from the State was $88,716.00 so an additional annual payment of
$42,134.00 could be used to purchase benefit improvements.
If the Excess Reserve is used as a down payment towards benefit
improvements and the Frozen Amount is increased to $88,716.00, the benefit
accrual rate can be increased from 3.00% to 3.77% at no additional cost to
the Fire District.
Chairman Losinger recommended to the Board of Fire Commissioners to increase
the current multiplier from 3.00% to 3.50%.
Commissioner Santner
made a motion to accept and approve Chairman Losinger’s report and increase the
current multiplier rate from 3.00% to 3.50%, to include the change to the
highest of three (3) years during the five (5) years immediately proceeding
retirement, seconded by Commissioner Schaal.
Commissioner Reed voted in favor, Commissioner Schaal voted in favor,
Commissioner Santner voted in favor, and Commissioner Banegas voted in favor.
All in favor, motion carried.
Fire Chief Miller presented the Board of Fire Commissioners with a display board
of the local fire departments in
Fire Chief Miller announced the “Employment Anniversaries” for the month of May
2010, to Ralph Banegas (May 7th) for 13 years of dedicated service to
the North Bay Fire Control District.
Congratulations to Ralph for a job well done!
Fire Chief Miller announced “Happy Birthday Greetings” for the month of May
2010, to Chief Parker (May 8th) and to FF Thurston (May 9th).
Happy Birthday to Butch and Shawn.
Many happy returns and many more to come!
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the
Assistant Fire Chief’s Report for April 2010.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the
April 2010 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 70 incidents:
1dumpster, trash or other fire; 2 illegal fires; 2 motor vehicle accidents; 50
medicals; 4 cancelled enroutes; 3 false alarms/alarm activations; 4 good intents
and 4 service calls. This brings
the total to 293 alarm runs for the year.
Dollar loss for the year is $5,500.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for April 2010.
Division
Chief Parker presented the Board of Fire Commissioners with the District’s
Training Report for April 2010.
Vice Chairman Reed asked if there were any other comments from the floor before
adjournment. There were no other
comments.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, June 8,
2010, at 7:00 p.m., at the North Bay Fire Control District,
