Board of Fire Commissioners
September 14, 2010

Call to Order: Chairman Miller called the Board of Fire Commissioners’
meeting to order at 8:50 p.m.

Old Business
The minutes of the August 10, 2010, meeting was reviewed.
Commissioner Santner made a motion to accept the minutes as written,
motion seconded by Commissioner Schaal.
Commissioner Miller voted in favor, Commissioner Schaal voted in
favor,
The August 1-31, 2010 Financial Statement Report was reviewed.
Commissioner Schaal made a motion to accept the Financial Statement
Report as written, motion seconded by Commissioner Banegas.
Commissioner Miller voted in favor, Commissioner Schaal voted in
favor, Commissioner Santner voted in favor, and Commissioner Banegas voted
in favor. All in favor, motion
carried.
Chairman Miller turned the meeting over to Fire Chief Miller to report on
new business.

New Business
Fire Chief Miller presented the Board of Fire Commissioners with the North
Bay Fire Control District FY2010-2011 TRIM Schedule.
The Final Public Budget Hearing meeting is tentatively set for
Wednesday, September 22, 2010, at 7:00 p.m., at the North Bay Fire Control
District.
Assistant Fire Chief Jordan briefed the Board of Fire Commissioners on a
“Request for Proposal (RFP) of Building Repairs and Renovations.”
After Chief Jordan briefed the Commissioners, the floor was opened
for discussion. After further
discussion, Chairman Miller recommended to the Board of Fire Commissioners
to hold a Special “RFP” Meeting on Thursday, November 4, 2010, at 6:00 p.m.
at the North Bay Fire Control District to review each bid and provide
suggestions and recommendations.
Fire Chief Miller informed the Board of Fire Commissioners that the North
Bay Professional Firefighters Association, IAFF, Local 3505 and the North
Bay Fire Control District have permissively re-opened three (3) Articles and
made every reasonable effort to negotiate.
The Local has agreed to accept the NBFCD proposed compromises.
The parties have a mutual agreement in writing.
Fire Chief Miller informed the Board of Fire Commissioners that on August
23, 2010, the North Bay Firefighters’ Pension Trust Fund received their
State Warrant in the amount of $61,001.04.
This warrant constitutes the revenue due to the North Bay
Firefighters’ Pension Trust Fund under Chapter 175, Florida Statutes, for
calendar year 2009. The warrant
was deposited into the Pension Trust Fund account.
Fire Chief Miller announced to the Board of Fire Commissioners that
Firefighter Christopher Moyer passed his Paramedic National/State Written
Examination. Congratulations to
Chris for successfully completing his Paramedic Course.
Fire Chief Miller informed the Board of Fire Commissioners that he received
a letter of appreciation from the Okaloosa County Sheriff’s Office to
commend Firefighter/EMT Josh Mayville for assisting their agency during an
incident.
Fire Chief Miller announced the “Employment Anniversaries” for the month of
September 2010, Captain LeBrun (September 4th) for 5 years of
dedicated
service to the North Bay Fire Control District.
Congratulations to Captain LeBrun for a job well done!
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the
Assistant Fire Chief’s Report for August 2010.
Assistant Fire Chief Jordan presented the Board of Fire Commissioners with the
August 2010 Fire Incident Run Report.
The North Bay Fire Control District responded to a total of 66 incidents:
2 structure fires; 42 medicals; 5 motor vehicle accidents; 11 cancelled enroutes;
1 false alarm/alarm activation; 1 good intent; 3 service calls and 1 hazardous
material. This brings the total to
620 alarm runs for the year. Dollar
loss for the year is $8,500.00.
Fire
Marshal Losinger presented the Board of Fire Commissioners with the Fire
Marshal’s Report for August 2010.
Division
Chief Parker presented the Board of Fire Commissioners with the District’s
Training Report for August 2010.
Chairman Miller asked if there were any other comments from the floor before
adjournment. There were no other
comments.
The next Board of Fire Commissioners’ Meeting will be held on Tuesday, October
12, 2010, at 7:00 p.m., at the North Bay Fire Control District,
